4 سنوات على الحرب..ماذا فعلت سنوات الاحتلال فى عفرين وشعبها

ساعات قليلة وتحل الذكري الرابعة لقيام الجيش التركي بمساعدة المسلّحين السوريين الموالين له، بشن الهجوم على منطقة عفرين شمال غربي سوريا واحتلال المدينة، حيث تمكنوا بعد 58 يوماً من المعارك، والقصف الجوي، والمدفعي، والدبابات من احتلال المدينة السورية في 18 آذار/مارس 2018.
ووفق أرقام الأمم المتحدة، أدت العملية العسكرية التي أطلقت عليها أنقرة، اسم “غصن الزيتون” إلى تهجير ثلثي السكان من عفرين، بالإضافة لفقدان المئات منهم لحياتهم إلى جانب مئات الجرحى والمعتقلين والمختفين.
ومنذ اندلاع الحرب وحتى الأن، تستمر الانتهاكات ضد السكان من قبل الفصائل العسكرية التي تدعمها تركيا، وتعد أكبر تلك الانتهاكات: الاعتقالات، والقتل تحت التعذيب، والخطف مقابل الفدية، والسطو على ممتلكات المدنيين، كالبيوت والسيارات وأشجار الزيتون.
خلفت الحرب التركية على مدينة عفرين دماراً، وكانت لها نتائج كارثية لا سيما وأنّ المدينة كان يقطنها قرابة مليون نسمة نصفهم من النازحين، حيث كان في المدينة: استقرار نادر، وأمان، وتنمية اقتصادية، ورخاء معيشي.
وبحسب مركز توثيق الانتهاكات فى شمال سوريا، فقد أدى الاحتلال التركي لعفرين إلى زيادة التوترات العرقية في المنطقة، حيث تسببت الحرب التركية في نزوح السكان المحليين في الوقت الذي تم توطين عشرات الآلاف من الأشخاص الذين جرى نقلهم من ريف دمشق ومناطق أخرى في سوريا إلى هذه المناطق وجرى توطينهم في منازل سكان عفرين المهجرين قسراً كما وقام هؤلاء بالاستيلاء على أراضي المهجرين وممتلكاتهم.
وكانت عفرين معروفة بمستوى عال من الاستقرار، وقلة التوترات العرقية. وقد تفاقم هذا إلى حد كبير نتيجة التدخل التركي والأشخاص النازحين، الذين تم توطينهم في عفرين حيث يتلقون معاملة تفضيلية على السكان المحليين المتبقين، والنازحون يتمتعون بالمزيد من الأمن الشخصي، وعدم الاعتقال والخطف حيث يمكنهم ممارسة سُبل عيشهم والتمتع بحرية الحركة وممارسة تقاليدهم الخاصة بعكس السكان الأصليين.
تمييز عنصري
يتعرض سكان عفرين الأصليين ( القلة الباقيين منهم ) للممارسات التمييزية وانتهاكات حقوق الإنسان الخطيرة على أيدي الميليشيات المسلحة.
يشعر السكان الأصليون في منطقة عفرين بالعزلة، وهم يتعرضون صراحة للمضايقات من قبل النازحين.
كما لا يشعر الأشخاص النازحون إلى عفرين بأنّهم في وطنهم، وبالتالي ظهر تمزق في النسيج الاجتماعي في المنطقة.
ضايا الإسكان والأراضي والممتلكات ذات أهمية خاصة. يعيش العديد من السكان الأصليين في عفرين تحت تهديد مستمر من عمليات الإخلاء والمصادرة واعتقال والنهب من قبل الميليشيات المحلية. علاوة على ذلك، فإنّ الأشخاص النازحين إلى عفرين يقيمون الآن في منازل المهجرين قسرا من عفرين.
تفاصيل الهجوم:
في الساعة الـ 16.22 من يوم السبت المصادف لـ 20 كانون الثاني 2018، غزت الطائرات التركية سماء منطقة عفرين، وبدأت بقصف عنيف لعشرات المناطق، مستهدفة منطقة لا تتجاوز مساحتها 3850 كم2 يقطنها قرابة مليون مدني.
مجازر وجرائم حرب:
القصف الجوي ترافق مع توغل بري للجيش التركي، وعشرات الآلاف من مسلحي الميليشيات السورية الموالية لتركيا في اليوم الأول ارتكبت عدة مجازر منها مجزرة في قرية جلبرة في ناحية شيراوا راح ضحيتها 9 مدنيين وأصيب 12 آخرين. وفي 26 كانون الثاني ارتكبت مجزرة في مركز ناحية موباتا راح ضحيتها 7 مدنيين.
كما ارتكبت مجزرة بحق أهالي قرية كوبله في ناحية شيراوا استشهد على إثرها 18 مدنيّاً وجرح 7 آخرين 4 منهم من عائلة واحدة. كما ارتكبت مجزرة في قرية شكاتا في ناحية شيه استشهد على إثرها 5 مدنيين.
ولم تسلم قرية يلانقوز التابعة لناحية جندريسه من المجازر، إذ استشهد 5 مدنيين نتيجة غارات نفذتها الطائرات التركية في ساعات الفجر من يوم 26 شباط، تلتها مجزرة أخرى بحق 13 مدنيّاً في مركز ناحية جندريسه.
ومن المجازر أيضاً استشهاد 7 مدنيين بينهم 4 أطفال وجرح 17 آخرين في مركز مدينة عفرين، بالإضافة إلى استشهاد 20 مدنياً في حي محمودية في مدينة عفرين أثناء القصف عليها.
واستهدف طيران تركي مشفى آفرين بتاريخ 16 آذار ما أدى لاستشهاد أكثر من 16 مدنيّاً بينهم أطفال، كانوا يتلقون العلاج فيه.
وبحسب هيئة الصحة في مقاطعة عفرين، وصل عدد الشهداء المدنيين خلال 58 يوماً من الهجمات التركية إلى 257 مدنياً هم 45 طفلاً و36 امرأة و 176 رجلاً. إلى جانب إصابة 742 مدنياً منهم 113 طفلاً، 113 امرأة و 516 رجلاً.
واستهدف الجيش التركي كذلك مركزي الهلال الأحمر الكردي في مركز جندريسه وراجو ما أدى لخروجهما عن الخدمة.
كما استهدف جامع صلاح الدين الأيوبي في مركز ناحية جندريسه الذي بُني عام 1961م وهو أحد أقدم الجوامع في عفرين، واستهداف جامع بلدة جلمة التابعة لجندريسه والذي بُني عام 1958، إلى جانب قصف مزار الشهيد سيدو في بلدة كفر صفرة في جندريسه.
كما استهدف الجيش التركي مصادر المياه “سد ميدانكي الذي كان يزود أهالي عفرين بمياه الشرب، ومضخة المياه الصالحة للشرب في قرية متينا في ناحية شرا، وينبوع بلدة جلمة، ومضخة المياه في بلدة كفر صفرة في جندريسه”.
استهداف الأثار والمزارات الدينية
وخلال الهجمات، دمرت تركيا 68 مدرسة بشكل كامل من أصل 318 مدرسة في عفرين، كما استهدفت المواقع الأثرية، ودمرت موقع تل عين دارا الأثري بتاريخ 28 كانون الثاني. بالإضافة لتدمير مدرّج نبي هوري التاريخي بشكل كامل. وبلغ عدد المواقع الأثرية التي دمرتها تركيا 3 مواقع مدرجة على لائحة منظمة يونسكو إلى جانب مزارات للمجتمع الإيزيدي وآخر للطائفة العلوية بالإضافة إلى كنائس قديمة للمسيحيين ومزارات ومساجد قديمة للمسلمين في عفرين وريفها.
واصلت تركيا جرائمها بحق المواقع الأثرية بعد الاحتلال، وبحسب مديرية آثار عفرين فإنّه يوجد في منطقة عفرين حوالي 75 تلّ أثري، وخرب الاحتلال التركي والمسلحين السوريين الموالين لها غالبية هذه المواقع نتيجة تنقيبهم عن الآثار وتهريبها إلى تركيا.
وبحسب إحصائية المديرية تم تخريب وتدمير أكثر من 28 موقع أثري ومستودع وأكثر من 15 مزار ديني لمختلف المذاهب والأديان بالإضافة إلى تجريف العديد من المقابر وتحويل إحداها إلى سوق للماشية.
وفقدت قوات سوريا الديمقراطية عدد من قادتها خلال مقاومة الهجوم التركي منهم :آفيستا خابور، بارين كوباني، آيلان كوباني، كاركر إيريش وآخرين.
انتهاكات حقوق الإنسان :
كشف التقرير الصادر عن مركز توثيق الانتهاكات في شمال سوريا حتى شهر ديسمبر 2021 تزايد معدلات العنف والجريمة وحوادث الاقتتال بين الفصائل، وحدوث المزيد من الانفجارات ضمن مناطق تسيطر عليها القوات التركية شمال سوريا، كما وشكل الهجوم التركي على المناطق التي كانت تصنف “مستقرة، آمنة” شرق الفرات، واحتلال مدينتي رأسن العين \ سري كاني، وتل أبيض كري سبي وما نتج عنه من مآسي إنسانية بنزوح 375 ألف من سكانها، إضافة لانتهاكات حقوق الإنسان وجرائم التعذيب والاعتقالات والإعدامات الميدانية والاستيلاء على العقارات والملكيات والقصف العشوائي واستخدام أسلحة محرمة دوليا بالإضافة إلى تنفيذ عمليات إعدام ميدانية، واستهداف الطواقم الطبية والصحفيين ساهم في تفاقم الأوضاع ودخول المنطقة برمتها في فوضى وتوجه الأمور نحو الفلتان الأمني، وعودة التفجيرات، وحوادث الاغتيال.
القوات التركية والميليشيات السورية التي تدعمها تواصل ارتكاب المزيد من الانتهاكات، حيث رصد مقتل وإصابة 8520 شخصا / القتلى 2567 شخصاً / فيما وصل عدد المعتقلين إلى 8179 شخصاً منذ بداية التوغل التركي في شمال سوريا، أفرج عن قرابة 5430 منهم، فيما لايزال مصير البقية مجهولا.
