بمشاركة بارزاني..هل ينهي اتصال الصدر والمالكي أزمة تشكيل الحكومة العراقية ؟
كشفت وسائل إعلام عراقية عن أجراء زعيم التيار الصدري في العراق، مقتدى الصدر، مباحثات مع أطراف سياسية في البلاد بينها رئيس ائتلاف دولة القانون، نوري المالكي، حل أزمة تشكيل الحكومة بعد ان فرض عليه فيتو خلال الفترة الماضية.
وفي بيان مساء الخميس، قال المكتب الإعلامي للصدر، إن مقتدى الصدر أجرى اتصالات هاتفية بكل من مسعود بارزاني رئيس إقليم كردستان (شمال)، ورئيس مجلس النواب محمد الحلبوسي، ورئيس ائتلاف دولة القانون نوري المالكي، ورئيس تحالف العزم الشيخ خميس الخنجر.
وأضاف البيان، أن الصدر بحث مع هذه الأطراف بعض القضايا المهمة المتعلقة بالوضع العراقي الراهن.
من جهته، قال المتحدث باسم رئيس ائتلاف “دولة القانون” (زعيم تحالف الإطار التنسيقي) هشام الركابي، في بيان، إن المالكي تلقى اتصالا هاتفيا من الصدر تناول الجانبان خلاله مستجدات الوضع السياسي، وكيفية إيجاد حلول تنهي الأزمة الراهنة” المتعلقة بتشكيل الحكومة.
واتصال الصدر بزعيم “دولة القانون” تطور لافت على صعيد أزمة تشكيل الحكومة، حيث يرفض الأول تشكيل أو دعم أي حكومة يشارك فيها المالكي.

وكان الصدر قد أبدى استعداده مرارا الدخول في تحالف مع بقية القوى الشيعية ضمن “الإطار التنسيقي” باستثناء المالكي، وهو ما ترفضه قوى “الإطار التنسيقي”.
وبحسب موقع شفق نيوز، كشف مصدر سياسي مطلع الأربعاء عن مفاوضات جارية بين الإطار التنسيقي والكتلة الصدرية لمسك زمام الأمور وحفظ “هيبة المكون الشيعي”.

وأشار المصدر إلي أن مسالة تشكيل الحكومة وإنشاء كتلة شيعية كبرى من أبرز النقاط في المفاوضات بين التيار الصدري والإطار التنسيقي.
وقالت نفس المصادر أن هنالك نية لاعتماد أكثر من سيناريو مطروح على طاولة التفاوض من بينها ذهاب أكثر من 60 نائباً من الإطار التنسيقي مع الكتلة الصدرية لتشكيل الكتلة الشيعية الأكبر.
لكن هنالك شروط من الإطار التنسيقي تتمثل في إلغاء الفيتو او الخطوط الحمر من قبل التيار الصدري على بعض مكونات الإطار نهائياً على غرار دولة القانون.
سيناريوهات الكتلة الأكبر
وتحدث المصدر عن سيناريو اخر يتمثل في الإعلان عن تشكيل الكتلة الاكبر (الثبات الوطني) رسمياً، ومن ثم تشكيل الحكومة وفقط متطلبات المرحلة.
ومن بين الملفات المطروحة بين الجانبين ملف “تسمية رئيس الوزراء من قبل كتلة الصدر فضلاً عن توزيع الحقائب الوزارية مع مراعاة التوازن السياسي وفق المعادلة السياسية المعتمدة منذ 2005”.
وأكد نفس المصدر أن الإطار التنسيقي اقترح تسمية مرشح لرئاسة الوزراء معروف بإدارته الناجحة ويحظى بمقبولية لدى التيار الصدري وباقي القوى السياسية مشيرا أن “زعماء مكونات الإطار التنسيقي تترقب نتائج المفاوضات مع الكتلة الصدرية لحسم إعلان تحالف الثبات الوطني وبمشاركة قوى سياسية من خارج الإطار سواء سنية او كردية وقد يصل عدد نواب التحالف لأكثر من 135 نائبا”.
ويلقي الصدر باللوم على المالكي الذي ترأس الحكومة لدورتين متتاليتين (2006-2014) بـ”استشراء الفساد وأعمال العنف” في البلاد، إضافة إلى اجتياح تنظيم “داعش” لثلث مساحة العراق صيف 2014.
ومنذ إعلان نتائج الانتخابات التي أجريت في أكتوبر الماضي، يعيش العراق توترات سياسية، ويدور الخلاف بين تحالف قوى “الإطار التنسيقي” المدعومة من إيران، وتحالف “سائرون” الذي يتزعمه مقتدى الصدر، حول أحقية أي جهة بترشيح شخصية لمنصب رئيس الوزراء.
وبينما لم تتجاوز قوى “الإطار التنسيقي” نحو 60 مقعدا، تحدثت الأخيرة في جلسة نيابية مؤخرا عن ضمها مستقلين وبلوغ مقاعدها 88 من أصل 329 مقعد، بينما يمتلك تحالف “سائرون” 73 مقعداً في البرلمان، وفق النتائج الرسمية.
وتشكيل الحكومة العراقية الجديدة يتطلب أولاً انتخاب رئيس جديد للجمهورية من قبل البرلمان، ليتولى الرئيس المنتخب تكليف مرشح الكتلة البرلمانية الأكبر عددا بتشكيل الحكومة خلال 30 يوماً.
