لبحث التعويضات والجنسية..وفد عراقي يطير لـ إيران لحل أزمة الكورد الفيليين
كشفت تقارير صحفية عن تحركات عراقية جديدة فى ملف تعويض الكرد الفيليين.
وبحسب وسائل إعلام عراقية، سيتم إيفاد لجنة مشتركة من وزارات الخارجية والداخلية والهجرة والمهجرين العراقية إلى جمهورية إيران الإسلامية، بهدف حل مشكلة الوثائق الثبوتية للكرد الفيليين الموجودين في إيران، وتأتي زيارة الوفد الحكومي العراقي هذه بعد مصادقة مجلس الوزراء على توصية تقدمت بها لجنة خاصة من وزارة الهجرة والمهجرين بهدف تعويض الكرد الفيليين.
وأعلن المتحدث باسم وزارة الهجرة والمهجرين العراقية، علي جهانكير، أن لجنة مشتركة من وزارات الخارجية والداخلية والهجرة والمهجرين العراقية ستزور قريباً جمهورية إيران الإسلامية، لإجراء المعاملات الرسمية لمنح الوثائق الثبوتية العراقية للكورد الفيليين المقيمين في جمهورية إيران الإسلامية وليست عندهم الجنسية العراقية حتى الآن”.
وتشير إحصائيات وزارة الهجرة والمهجرين إلى أن هناك ثلاثة ملايين كوردي فيلي في العراق، و160 ألف عائلة كوردية فيلية في إيران تم ترحيلهم في عهد النظام السابق بحجة كونهم من التبعية الإيرانية وغير حاصلين على الجنسية العراقية.
وقال علي جهانكير: “تأتي هذه الخطوة بناء على توصية مجلس الوزراء العراقي بإعادة الحقوق للمرحلين الفيليين وتعويضهم، واللجنة الممثلة للوزارات الثلاث ستزور مدن طهران وأصفهان والأحواز وعيلام وكرماشان، وعدداً من المخيمات لمتابعة قضية وثائق الكرد الفيليين”.
وأشار كتاب صادر عن الأمانة العامة لمجلس الوزراء العراقي في (28 مايو2022) إلى المصادقة على توصية من تسع نقاط تقدمت بها لجنة من وزارة الهجرة والمهجرين العراقية بهدف تعويض الكرد الفيليين.
وجاء في تلك التوصيات أنه يجب على وزارة المالية تقديم مساعدات مالية للكورد الفيليين وتخصيص حصة من التعيينات لهم في إطار الموازنة العامة لسنة 2022، وكذلك منحهم قطع أراض سكنية وتعويضهم عن أملاكهم المصادرة من جانب هيئة دعاوى الملكية العراقية.
ومن بين التوصيات حل مشكلة الأملاك المسجلة بأسماء مستعارة للكرد الفيليين، وجمع معلومات من جانب مفوضية حقوق الإنسان العراقية ومديرية شؤون وحماية المقابر الجماعية عن عدد الضحايا الكرد الفيليين في القبور الجماعية، وإلغاء شرط العمر عند قبول الكرد الفيليين في الكليات والمعاهد.
وأشار علي جهانكير، الذي كان عضواً في لجنة وزارة الهجرة والمهجرين التي طرحت التوصيات المذكورة، إلى أن مجلس الوزراء وجه كل التوصيات إلى الوزارات المعنية لغرض تنفيذها، لكن القسم الخاص بصرف الأموال رهن بالمصادقة على الموازنة العامة.
و للكرد الفيليين مقعد كوتا وحيد في مجلس النواب العراق، عن محافظة واسط، في حين أوصى قرار صدر في (22 شباط 2022) بأن يكون التعامل مع مقاعد كوتا الكرد الفيليين مماثلاً لما هو متبع مع كوتا المسيحيين والصابئة.
تعرض الكرد الفيليون إلى اضطهاد ممنهج في عهد النظام العراقي السابق بين العامين 1970 و2003. حيث أدت حملات الاضطهاد إلى ترحيلهم وهروبهم ونفيهم الفعلي من أراضي أجدادهم في العراق. بدأت الحملة بإصدار مجلس قيادة الثورة المنحل القرار رقم 666، الذي حرم الكرد الفيليين من الجنسية العراقية وعدّهم إيرانيين، وشملت عمليات إعدام ممنهجة في بغداد وخانقين في العام 1979.
وتم ترحيل أكثر من 350 ألف كوردي فيلي إلى إيران نتيجة حملات الاضطهاد واختفى ما لا يقل عن 15 ألف كوردي فيلي، ولم يتم العثور على رفاتهم.
في العام 2003، قدرت مفوضية الأمم المتحدة السامية لحقوق الإنسان أن 65% من 20 ألف لاجئ في إيران هم من الكرد الفيليين الذين تم ترحيلهم بالقوة أثناء الإبادة الجماعية. واجه معظم اللاجئين الذين عادوا إلى العراق صعوبات في التقدم للحصول على الجنسية.
في العام 2006، دعا المتحدث باسم التحالف الكردستاني، مؤيد طيب، مجلس النواب العراقي وبرلمان كردستان إلى دعم اللاجئين الفيليين، قائلاً إن “الكرد الفيليين تعرضوا للاضطهاد لثلاثة أسباب أولاً لأنهم كورد وثانياً لأنهم من الطائفة الشيعية وثالثاً لمواقفهم الوطنية وانضمامهم للحركة الوطنية الكردية والعراقية”.
وفي عام 2010، أفادت وزارة الهجرة والمهجرين العراقية أن الجنسية العراقية أعيدت لنحو 100 ألف كوردي فيلي منذ العام 2003.
وفي 2011، صوّت مجلس النواب العراقي للاعتراف بمذبحة العام 1980 ضد الكرد الفيليين في ظل نظام صدام حسين على أنها إبادة جماعية.
