العراق إلى أين ..ماذا تعني استقالة تيار الصدر من البرلمان؟
ماذا تعني الاستقالة الجماعية لنواب التيار الصدري في البرلمان العراقي دستورياً وسياسياً؟ هذا هو السؤال الذي فرض نفسه على المشهد السياسي المتسم أصلاً بالضبابية والجمود على مدى أكثر من 8 أشهر.
كانت الانتخابات البرلمانية المبكرة في العراق، والتي أجريت 10 أكتوبر الماضي، قد شهدت فوز تيار رجل الدين الشيعي مقتدى الصدر بـ73 مقعداً من إجمالي 329 مقعداً هي عدد أعضاء البرلمان؛ مما جعل التيار الصدري صاحب الكتلة الأكبر، وهو ما يعطي الكتلة الحق في منصب رئيس الدولة ومن ثم رئيس الحكومة.
لكن بعد أكثر من 8 أشهر على الانتخابات البرلمانية لا يزال العراق دون حكومة جديدة ودون رئيس، في مؤشر واضح على مدى عمق الانقسام السياسي في البلاد وصعوبة التوافق أو الوصول إلى حلول وسطية.
لماذا استقال نواب التيار الصدري؟
وجه مقتدى الصدر الأحد 12 يونيو رسالة مفتوحة إلى رئيس كتلة “سائرون”، حسن العذاري، قال فيها إنه “على رئيس الكتلة الصدرية أن يقدم استقالات الأخوات والإخوة في الكتلة الصدرية إلى رئيس مجلس النواب”، مضيفاً في البيان الذي كتب بخط اليد، أن هذه الخطوة “تضحية مني للبلاد والشعب لتخليصهم من المصير المجهول”.
وبعدها بقليل، قبل رئيس مجلس النواب محمد الحلبوسي الاستقالات، وظهر الحلبوسي في تسجيل مصور بثته وكالة الأنباء العراقية وهو يوقع على استقالة النواب.

وكتب الحلبوسي تغريدة على حسابه في تويتر قال فيها: “نزولاً عند رغبة سماحة السيد مقتدى الصدر، قبلنا على مضض طلبات إخواننا وأخواتنا نواب الكتلة الصدرية بالاستقالة من مجلس النواب العراقي. لقد بذلنا جهداً مخلصاً وصادقاً لثني سماحته عن هذه الخطوة، لكنه آثر أن يكون مضحياً وليس سبباً معطِّلاً؛ من أجل الوطن والشعب، فرأى المضي بهذا القرار.”
قرار الصدر الانسحاب من البرلمان من خلال استقالة نواب كتلته يأتي بعد أقل من شهر على إعلانه التخلي عن مساعي تشكيل الحكومة الجديدة والانتقال إلى صفوف المعارضة لمدة 30 يوماً (تنتهي في 15 يونيو الجاري)، فهل يريد أن تؤدي الخطوة إلى حل البرلمان في نهاية المطاف والعودة إلى صناديق الاقتراع مرة أخرى؟
علي الموسوي، النائب الشيعي السابق والباحث السياسي في جامعة بغداد، يرى أن “الصدر وصل إلى المرحلة التي قبل فيها بالحقيقة المرة بأنه أصبح من شبه المستحيل تشكيل حكومة بعيداً عن المجاميع المدعومة من إيران”.
وبحسب رويترز، أضاف الموسوي أنه على الرغم من أن انسحابه يمثل انتكاسة، فإن الصدر، الذي قاتل مؤيدوه وأنصاره قوات الاحتلال الأمريكية، لا يزال يتمتع بالقوة المستمدة من مئات الألوف من هؤلاء المؤيدين الذين يمكنهم تنظيم احتجاجات.

وعلى الرغم من أن الانتخابات كانت قد أجريت 10 أكتوبر، إلا أن رفض الأحزاب الشيعية المدعومة من إيران، والتي شكلت معاً ما يعرف باسم “الإطار التنسيقي”، ظلت رافضة للنتائج وتقدمت بدعاوى أمام المحكمة الاتحادية (أعلى سلطة قضائية في البلاد)، ولم تحسم النتائج رسمياً إلا يوم 30 ديسمبر/كانون الأول الماضي.
ووقتها أعلن الصدر رغبته في تشكيل “حكومة أغلبية وطنية لا شرقية ولا غربية”، في مؤشر على سعيه تخليص العراق من النفو ذ الإيراني المتمثل في ميليشيات الحشد الشعبي، إضافة إلى إنهاء النفوذ الأمريكي كذلك بشكل نهائي، لكن يبدو أن تحقيق ذلك أمر أصعب كثيراً على أرض الواقع.
ما السيناريوهات المحتملة في العراق الآن؟
من الطبيعي أن يكون هذا السؤال هو الأكثر تداولاً الآن بعد أن تقدم نواب “سائرون” باستقالاتهم وقبولها من جانب رئيس البرلمان. فسائرون هي الكتلة الأكبر “73 مقعداً” وكتلة الحلبوسي “تقدم” تأتي في المركز الثاني بـ38 مقعداً، تليها كتلة “دولة القانون” برئاسة نوري المالكي رئيس الوزراء الأسبق بـ37 مقعداً، ثم الحزب الديمقراطي الكردستاني برئاسة مسعود برزاني وحصد 32 مقعداً.
وتوجد أمام العراقيين خيارات أولها حل البرلمان، ويتم ذلك بتقديم ثلث أعضاء المجلس (110 أعضاء) طلباً إلى رئيس المجلس “الحلبوسي”، أو طلب يتقدم به رئيس الوزراء “مصطفى الكاظمي”، بموافقة رئيس الجمهورية “برهم صالح”، يقدم إلى مجلس النواب ليصوّت عليه في كلتا الحالتين بموافقة الأغلبية المطلقة، ثلثي أعضاء المجلس (210 أعضاء).
وعلى الرغم من أن التبعات الدستورية لخطوة مقتدى الصدر لم تتضح بعد، إلا أن المحلل السياسي العراقي حمزة حداد يرى أنه “رغم قبول رئيس البرلمان للاستقالات، لا يزال على البرلمان التصويت بغالبية مطلقة على ذلك بعد تحقيق النصاب”، لافتاً في تغريدة إلى أن البرلمان في عطلة لشهرين منذ 9 يونيو الجاري.

وبالتالي فإنه لا أحد يعرف إلى أين تسير الأزمة السياسية التي يعيشها العراقيون منذ الانتخابات البرلمانية الأخيرة نتيجة للخلافات الحادة على تشكيل الحكومة الجديدة بين تيارين رئيسين ورؤيتين متعارضتين. الكتلة الصدرية ومعها “تحالف إنقاذ وطن”، والحزب الديمقراطي الكردستاني والعرب السنة ممثلين في “تحالف السيادة” من جهة، مقابل الأحزاب السياسية الموالية لإيران والمنضوية تحت لواء “الإطار التنسيقي”.
إذ إن قوى الإطار التنسيقي تريد تشكيل “حكومة توافقية” وفق مبدأ المحاصصة السياسية، الذي يعطي رئاسة الجمهورية للأكراد ورئاسة الحكومة للشيعة ورئاسة البرلمان للسنة، وهو النظام الذي يحكم العراق منذ الغزو الأمريكي عام 2003.
وعلى الجهة الأخرى يسعى الصدر إلى تشكيل حكومة “أغلبية وطنية”، لكن خبراء في الانتخابات العراقية كانوا يعتقدون، منذ البداية، أن الكتلة الصدرية لا تملك ما يكفي من التحالفات للإعلان عن الكتلة النيابية الأكثر عدداً وتسمية مرشحها لرئاسة الحكومة الجديدة الذي سيكون عليه الحصول على الأغلبية المطلقة، أي النصف زائد واحد من مجموع أعضاء مجلس النواب، وهو أمر مستبعد دون عقد تحالفات مع قوى الإطار التنسيقي أو مع القوى السنية أو الكردية.
