جرائم”أبو غريب” تعود لـ العراق..تفاصيل جريمة تعذيب بشعة تهز كركوك
يبدو أن جرائم التعذيب التي شهدها سجن أبو غريب فى العراق خلال فترة الاحتلال الأمريكي ما زالت عالقة فى أذهان بعض القيادات الأمنية والسياسية.
ومازال التعذيب فى مراكز الاحتجاز الشرطية وسيلة للانتقام وتصفية الحسابات والخلافات في ظل انتشار الميليشيات المسلحة وغياب القانون.
وكشفت وسائل إعلام دولية عن جريمة تعذيب تعرض لها شاب عراقي من محافظة كركوك علي يد ضباط بالشرطة الاتحادية ما أدي لفقده غالبية أصابع يديه.
وبحسب وسائل إعلام، ينتظر حسن محمد، وهو شاب عراقي من محافظة كركوك، أن تنصفه الحكومة العراقية بمحاسبة ضباط الشرطة الاتحادية الذين عذبوه أثناء فترة احتجازه.
مأساة حارس آمن
ووفقا لقناة الحرة ، لم يكن حسن يعلم أن تنفيذه لواجبه كحارس في المنطقة الصناعية بمحافظة كركوك، سيتسبب بسجنه لأكثر من سنة، وتعرضه إلى تعذيب شديد مازال يعاني آثاره النفسية والجسدية.

وقال حسن: “أثناء فترة حراستي في المنطقة الصناعية يوم 21 تموز (يونيو) 2021، حاول رجل يرتدي ملابس مدنية كسر قفل باب إحدى المحلات لأخذ قطع غيار خاصة بزجاج السيارات لكنني منعته، فأبى وأبلغني أنه منتسب في استخبارات الحشد الشعبي، وسجل اسمي لديه، وبعد مرور ستة أيام على الحادثة داهمت قوة من الشرطة الاتحادية المنطقة واعتقلتني، ونُقلت إلى استخبارات الفرقة الخامسة من الشرطة الاتحادية”.
انتقام الحشد الشعبي
ويشير إلى تفاجئه عند بدء التحقيق بأنه معتقل بتهمة “الانتماء لتنظيم داعش” وخلال الأيام الخمسة الأولى من التحقيق، حقق معه ضابطان برفقتهما الرجل الذي تشاجر معه.
يضيف حسن: “خلال الأيام الـ 21 الأولى من اعتقالي، كانوا يعذبونني بشتى الوسائل، استخدموا معي الضرب المبرح والصدمات الكهربائية والخنق بكيس نايلون والغرق عبر توجيه خرطوم ماء عالي التدفق نحو وجهي، وتعليقي من يدي من الخلف لفترات زمنية طويلة، كما أجبروني تحت هذا التعذيب على الاعتراف بأنني إرهابي”.
ويؤكد أنه عندما عُرض على القاضي لمحاكمته أنكر انتماءه لداعش أو أي جماعة إرهابية أخرى، وبيّن للقاضي أن الاعترافات التي أدلى بها في التحقيق انتُزعت منه بالقوة.
كما منعت الشرطة حسن من الحديث إلى والديه وعائلته في المحكمة، لذلك سجل والده شكوى ضد الشرطة الاتحادية بعد معرفته بتعرض ابنه للتعذيب، بعد أن شاهد آثار الحرق على أصابعه في المحكمة، لكن شكواه لم تمنع المحققين من مواصلة تعذيب حسن!
يمضي حسن بالقول: “بعد جلستين من المحاكمة عاودوا تعذيبي لمدة 16 يوماً، وهددوني بأنهم سيكثفون من التعذيب ويستخدمون وسائل أبشع إذا لم أعترف بأني إرهابي في الجلسة المقبلة من المحاكمة”.
تفاصيل التعذيب
“كانوا يعلقونني يوميا من يديَّ إلى الخلف تحت الشمس من الساعة 11 صباحا حتى وقت الغروب، وكنت أفقد الوعي من شدة الإعياء، وفي المساء يرمونني في الزنزانة بين المساجين والذين بدورهم يعتنون بي ويطعمونني في وقت كنت مريضا جدا وفاقدا الوعي”، يتابع حسن.
ويبيّن “: عندما بدأت الغرغرينا تنخر أصابعي ويديَّ اضطرت إدارة السجن لنقلي إلى المستشفى، وأبلغوا الطبيب أن حروق يدي ناجمة عن الاحتراق بالشاي الساخن، لكن الطبيب لم يصدق روايتهم وأبلغهم أنه يجب إجراء عملية لبترهما بعد يومين وإلا ستمتد الغرغرينا إلى باقي أجزاء جسدي”.
مقايضة وابتزاز
أجرى حسن العملية الجراحية وفقد غالبية أصابعه وأجزاءً من كفيه، وأثناء تواجده في المستشفى زاره أحد المحققين وطلب منه التنازل عن شكواه وسحب الدعوى مقابل الإفراج عنه وترتيب راتب رعاية اجتماعية له، لكن حسن رفض.
يقول: “بعد عدة أيام جاء إلى المستشفى أحد مدراء الشرطة الاتحادية، وسمعته وهو يبلغ الحرس أن يساعدوني على الفرار كي تنقلب الدعوة ضدّي”.
بعد انتهاء مدة بقائه في المستشفى، نُقل حسن إلى مقر الاستخبارات العامة في كركوك ليُحتجز فيها قبل أن يحكم عليه مطلع العام الجاري بالسجن لمدة ست سنوات.
يقول حسن: “نقلوني إلى السجن في بغداد وبعد مضيّ شهرين أفرج عني في محكمة التميز وأعادوني إلى كركوك، لكن عندما وصلت كركوك أبلغوني بوجود دعوة أخرى ضدي تعود لعام 2016 بتهمة الإرهاب، لكن هذه الدعوة كانت منتهية في وقتها لعدم إثبات التهمة، إلا أنهم فعّلوها ضدي مرة أخرى، وسجنتُ على أثرها مجددا لمدة ثلاثة أشهر في كركوك”.
ضغوط عشائرية
أثناء تواجده في السجن، تعرض والده لضغوطات من قبل ضباط التحقيق عبر شيوخ ووجهاء عشائر لعقد صلح عشائري معهم مقابل عدم التعرض لابنه مجددا، لذلك اضطر والده إلى القبول بالصلح وتنازل حسن عن حقه الشخصي خوفاً من أن يتعرض مجددا هو أو أحد افراد عائلته للاعتقال إذا لم يخضع لهم، وعلى أثره أفرج عنه في 28 يونيو الماضي.
وكان المكتب الإعلامي لرئيس مجلس الوزراء العراقي، دعا في 11 نوفمبر الحالي، كل من تعرض للتعذيب إلى تقديم شكوى لدى مستشار رئيس الوزراء لحقوق الإنسان.
وقال المكتب في بيان: “بناءً على توجيهات رئيس مجلس الوزراء القائد العام للقوات المسلحة ولأهمية توفير جميع الضمانات القانونية للمتهم أثناء مراحل التحقيق، ومنها عدم انتزاع الاعترافات منه بالإكراه أو قسراً، وفقا لما جاء بالمادة (19- خامسا) من الدستور. لذا نهيب بمن تعرض لأي صورة من صور التعذيب، أو الانتزاع القسري للاعترافات، بتقديم شكواه إلى مستشار رئيس مجلس الوزراء لحقوق الإنسان”.
ودفعت هذه الدعوى حسن إلى إثارة قضيته مجددا للحصول على حقوقه، منتظراً تحركاً حكومياً لمحاسبة الضباط الذين عذبوه.

ويكشف حسن أن مستشار رئيس الوزراء لشؤون حقوق الإنسان، اتصل به مساء الثلاثاء الماضي (اكتفى بذكر اللقب دون الاسم)، وأبلغه أنهم “سيخصصون له راتب رعاية اجتماعية”.
“أجبته، إذا كان راتب الرعاية الاجتماعية يكفي لمعيشة 8 أشخاص سأقبل به، فأبلغني أنهم سيحاولون تسجيلي كضحية من ضحايا الإرهاب”، يبيّن حسن.
وعما إذا كانت الحكومة ستعاقب الضباط المتهمين بتعذيبه، يؤكد حسن: “قال لي مستشار رئيس الوزراء أنني تنازلت عن حقي الشخصي، والضباط نالوا جزاءهم وحُكموا بالسجن 9 أشهر، لكنني أبلغته أن هذه المعلومات غير صحيحة، وأن أحد الضباط نال ترقية ولم يتم عقابهم”.
