عقوبات أمريكية على شخصيات وشركات تركية

فرضت إدارة الرئيس الأميركي، جو بايدن، يوم الخميس، عقوبات على رجل الأعمال التركي البارز صدقي أيان وشبكة شركاته متهمة إياه بتيسير بيع نفط وغسل أموال لصالح فيلق القدس التابع للحرس الثوري الإيراني.
تأتي الإجراءات الأميركية في وقت تشهد فيه العلاقات بين الولايات المتحدة وتركيا توترا بسبب مجموعة من القضايا تضمنت الخلاف حول النهج السياسي في سوريا وشراء أنقرة أنظمة دفاع جوي روسية.
وبحسب وكالة رويترز قالت وزارة الخزانة في بيان إن شركات أيان أبرمت عقود بيع دولية للنفط الإيراني، ورتبت شحنات وساعدت في غسل أموال العائدات وأخفت مصدر النفط الإيراني لصالح فيلق القدس.
وقال البيان إن: “أيان أبرم عقودا تجارية لبيع نفط إيراني بمئات الملايين من الدولارات لمشترين”، موضحا البيان أن رجل الأعمال التركي حول هذه العائدات فيما بعد إلى فيلق القدس.
وتستهدف العقوبات أيضا نجل أيان، بهاء الدين أيان، وشريكه قاسم أوزتاس، ومواطنين تركيين آخرين على صلة بشبكة الشركات، إلى جانب 26 شركة من بينها مجموعة شركاته (إيه.إس.بي) القابضة ومقرها جبل طارق وسفينة.
وفي رد بالبريد الإلكتروني على طلب رويترز تعليقا، قال صدقي أيان “سندافع عن حقوقنا القانونية في مواجهة الجميع”.

وأضاف أنه شارك في نشاطين تجاريين مع إيران. والنشاطان هما تجارة للنفط والمنتجات البترولية انتهت بفعل العقوبات في عام 2010، وبيع الكهرباء من إيران لتركيا بين عامي 2009 و2015، والذي انسحب منه بسبب مشاكل في السداد.
وقال “لم أعمل مع أي أحد آخر غير المؤسسات الحكومية الإيرانية الرسمية في أي فترة من حياتي”.
ولم يتسن على الفور الوصول إلى ابنه بهاء الدين وأوزتاس للتعليق، في حين لم ترد مجموعة (إيه.إس.بي) التابعة لأيان ولا إدارة الاتصالات التركية على الفور على طلبات التعليق.
وتجمد إجراءات وزارة الخزانة أي أصول بالولايات المتحدة للمستهدفين وتمنع الأميركيين بشكل عام من التعامل معهم، وقد يواجه الذين يشاركون في معاملات معينة معهم فرض عقوبات عليهم أيضا.
وتواصل واشنطن فرض عقوبات واسعة النطاق على إيران وتبحث عن وسائل لتعزيز الضغط مع تعثر جهود إحياء الاتفاق النووي المبرم في العام 2015 مع طهران.
وسعى الرئيس الأميركي جو بايدن إلى التفاوض كي تعود إيران إلى الاتفاق النووي بعد انسحاب الرئيس السابق دونالد ترامب منه عام 2018.
