تغييرات كبيرة شهدتها التشكيلة الحكومية الجديدة التي أعلن عنها الرئيس التركي عقب فوزه في الانتخابات الرئاسية الأخيرة، بصورة اعتبرها البعض إنقلابا من أردوغان على سياساته السابقة وإعترافا بفشله في إدارة ملفات حساسة وعلى رأسها الاقتصاد.
وبحسب مراقبون فإن أردوغان سعي من خلال التشكيلة الحكومية والمناصب والتعيينات التي أعلنها لتوجيه رسائل سياسية سواء للداخل التركي أو للمؤسسات والأسواق الدولية. مغازلة الناخب التركي
واعتبر د.أسامة السعيد الخبير فى الشؤون التركية أن تشكيلة الحكومة الجديدة بتركيا والتغييرات الواسعة التي وصلت لـ 15 وزير تعكس رغبة من أردوغان لتقديم وجه جديد فى محاولة لمغازلة الناخب التركي خاصة مع اقتراب الانتخابات البلدية حيث يسعي العدالة والتنمية لتعويض خسائره فى الانتخابات الماضية التي خسر فيها الحزب الحاكم أكبر بلديتين “انقرة واسطنبول” لصالح المعارضة.
وقال السعيد ” أردوغان وعي الدرس الذى عكسته الانتخابات الرئاسية والنيابية الأخيرة بأولوية الملف الاقتصادي بالنسبة للناخبين، ومن هنا جاء تشكيلة الحكومة بوزراء تكنوقراط متخصصين فى محاولة لاحداث نوع من التخصص الفني فى الملفات التي يتحملها الوزراء”. مآزق المحاصصة الحزبية
وأشار السعيد إلي أن “أردوغان ابتعد فى التشكيلة الحكومية عن فكرة الوزير السياسي أو الحزبي لعدة أسباب أهمها أنه يريد التركيز على انجازات فنية ملموسة خاصة فى الملف الاقتصادي”، إضافة إلي “رغبته فى التخلص من فكرة المحاصصة الحزبية خاصة أنه نجح فى الانتخابات بتحالف من عدة أحزاب وبالتالي كان وجود وزراء من العدالة والتنمية دون بقية الأحزاب سيفتح الباب لانتقاد أردوغان من حلفاءه بالانتخابات فكانت فكرة حكومة التكنوقراط المتخصصين غير الحزبيين أو السياسيين هى الحل للخروج من هذا المأزق”. خلوصي وفيدان
وحول دلالة تعيين هاكان فيدان رئيس الاستخبارات السابق كوزير للخارجية بدلا من مولود أوغلو، اعتبر خبير الشؤون التركية ” أن هذا التعيين يعكس رغبة أردوغان في استمرار نهج التعامل مع الملفات الحيوية للدبلوماسية كما كانت خلال العامين الماضيين ، لافتا إلي أن فيدان لم يكن مجرد شخصية استخباراتية فقط بل كان مطلعا على الكثير من ملفات الخارجية التركية فضلا عن كونه أحد رجال الثقة لدي أردوغان”.
وتوقع أن “يساهم وجود فيدان على رأس الدبلوماسية التركية فى استمرار نهج تحسين العلاقات مع العديد من دول المنطقة كما حدث مع القاهرة أبو ظبي والرياض”.
ويري السعيد أن “تعيين رئيس الأركان فى منصب وزير الدفاع هو اختيار فني وليس سياسي خاصة أن خلوصي آكار لم يكن له مواقف صدامية مع أردوغان بل كان أحد رجاله المخلصين، لافتا إلي أن رحيل أكار وتعيين رئيس الأركان يأت فى إطار تجديد الوجوه واستخدام وزراء فنيين وتكنوقراط فقط”. اعتراف بالفشل
واعتبر خبير الشؤون التركية أن عودة وزير المالية السابق محمد شميشك الذى تولي وزارة المالية التركية بين عامي 2009-2018 يعتبر اعتراف من أردوغان بفشل سياساته السابقة فى التدخل بالأمور الاقتصادية، خاصة أن شيمشك من المؤمنين بالسوق الحر وعدم التدخل الحكومي فى تحركات الأسواق ويحظي بثقة كبيرة لدى الأسواق والمنظمات الدولية، لافتا إلي أن “عودة شيمشك رسالة من أردوغان للأسواق الدولية والعالمية أنه يريد استعادة الثقة بالاقتصاد التركي خاصة فى ظل التراجع الواضح بالليرة التركية”.
ويعتقد السعيد “إن تعيين امراة على رأس البنك المركزي التركي محاولة من أردوغان لتقديم وجه مغاير للوجه الأيدلوجي الذى أبداه وتمسك به على مدار سنوات حكمه كرجل محافظ يتحدث كثيرا عن التقاليد الدينية، لافتا إلي أن أردوغان يحاول اثبات انفتاحه على اختيار المراة فى هذا المنصب الحساس للغاية فى التشكيلة الحكومية التركية، كما يغازل بهذا الاختيار الداخل التركي والخارج الغربي”.
ويشير إلي أن “اختيار حفيظة إركان كرئيس للبنك المركزي التركي بما لديها خبرات واسعة فى المؤسسات الأمريكية يمكن اعتباره بأنه محاولة من أردوغان لتوجيه رسالة طمأنة للمؤسسات المالية وخاصة الأمريكية منها أن تركيا ستغير من نهج وأسلوب إدارة الإقتصاد الفترة المقبلة خاصة أن أردوغان اعتاد التدخل فى القرارات الاقتصادية طوال فترة حكمه”. قيادة بديلة
كما تطرق خبير الشؤون التركية لاختيار جودت يلمظ الذى يعتبر أحد قيادات العدالة والتنمية فى منصب نائب الرئيس، لافتا إلي أن “هذا الاختيار ربما محاولة من أردوغان للتمهيد لوجود قيادات جديدة فى مركز السلطة خاصة مع وجود الكثير من التقارير أن هذه الفترة الرئاسية هى الأخيرة لأردوغان وبالتالي يسعي لتقديم بديل له من داخل الحزب الحاكم لتولي مقاليد السلطة حتى لا يخرج الحكم عن حزب العدالة والتنمية”.
وحول مدي إمكانية نجاح الحكومة التركية، أكد السعيد أن هذا يتوقف على قدرة الوزراء على العمل بعيدا عن تدخلات أروغان، لافتا إلي أن “شخصية أردوغان ستظهر بشكل أو بأخر خلال الفترة القادمة خاصة أنه يحب التدخل فى كل التفاصيل ويمارس تدخلات فى أداء كل الوزراء معتبرا ان هذا سيكون محكا مهما على أداء الحكومة الجديدة ومدي قدرتها على تنفيذ أدوارها بإستقلالية أم يتحولون إلي مجرد سكرتارية لأردوغان”.
