هاكان للخارجية..تعيينات مفاجئة في تشكيلة أردوغان الحكومية

كشفت تقارير صحفية اليوم، الجمعة 2 يونيو/حزيران 2023، إن الرئيس التركي رجب طيب أردوغان حسم أمر توزيع الحقائب الوزارية السيادية، ومن أبرزها وزارتا الخارجية والمالية، فيما لم يحسم بعد أمر وزارة الداخلية.
ونقلت وسائل إعلام عربية مقربة من تركيا عن ما وصفته بـ المصادر الخاصة بأن هاكان فيدان رئيس الاستخبارات الحالي، سيتولى منصب وزارة الخارجية في الحكومة الجديدة، بينما سيتولى المتحدث باسم الرئاسة إبراهيم قالن، منصب رئيس الاستخبارات التركية، فيما سيقود الاقتصادي محمد شيمشك منصب وزير الخزانة والمالية التركي.
وأثارت إمكانية تسليم فيدان حقيبة وزارة الخارجية في الحكومة الجديدة خلفاً للوزير مولود تشاووش أوغلو، تساؤلات حول خلفية فيدان، وذلك بعد أكثر من 10 سنين قاد فيها جهاز الاستخبارات العامة التركية، بعيداً عن الأضواء، حقق فيها إنجازات لا تكاد تجد من ينكرها في تركيا.
فمن هو هاكان فيدان؟
وُلد هاكان فيدان عام 1968 بالعاصمة التركية أنقرة، وتخرج عام 1986 في الأكاديمية الحربية البرية، قبل أن يحصل على شهادة بكالوريوس أخرى من جامعة ميرلاند في العلوم السياسية والإدارة بأمريكا، تبعها درجتا الماجستير والدكتوراه في العلاقات الدولية من جامعة بيلكنت التركية.
انضم فيدان خلال الأعوام 1986-2001، إلى “وحدة التدخل السريع” التابعة لحلف شمال الأطلسي، كما تنقل بعدها بين عدد من الوظائف الحكومية، حيث عُين رقيباً في القوات المسلحة التركية، ثم شغل منصب مستشار اقتصادي وسياسي بسفارة تركيا في أستراليا، وتولى منصب المستشار بوزارة الخارجية في الفترة التي تولاها أحمد داود أوغلو.
ترأس فيدان عام 2003 وكالة التنمية والتنسيق التركية، وفي عام 2007 عُين نائباً لمستشار رئيس الوزراء لشؤون الأمن الدولي والسياسة الخارجية، وفي السنة نفسها اختير عضواً بالمجلس الإداري للوكالة الدولية للطاقة الذرية، بحسب ما وثقه الموقع الرسمي لجهاز الاستخبارات التركية.
لعل من أبرز ما سُجل في رصيد فيدان نجاحه في النقلة النوعية لجهاز الاستخبارات التركي، ومساهمته في إفشال مخططات ضد الرئيس التركي، كان أهمها محاولة الانقلاب الفاشل في 15 يوليو/تموز 2016، وكذلك تركيزه على قطع أنشطة الموساد في تركيا.
اقتحام عالم الاستخبارات
عُيّن هاكان فيدان في 17 أبريل/نيسان 2009، نائباً لرئيس الاستخبارات التركية إيمره انير، وعندما تقاعد الأخير بدأ هاكان مساره رئيساً للمخابرات في 27 مايو/أيار 2010، وكان عمره آنذاك 42 عاماً.
اشتهر بعلاقته الطيبة برجب طيب أردوغان، وعمل على تجميع أجهزة المخابرات في الخارجية والأمن والجيش تحت راية واحدة هي راية المخابرات العامة، مما أزعج كثيراً من اللوبيات داخل مؤسسة الجيش تحديداً.
وظهرت جهود هاكان فيدان البارزة في كشف ما يعرف بـ”التنظيم الموازي”، التابع لجماعة غولن الذي اتهم هو وجماعته بالتورط في محاولات لزعزعة استقرار البلاد، كان آخرها محاولة انقلاب 15 يوليو/تموز 2016 الفاشلة.
كما برزت آثار عمل هاكان فيدان في تنظيم المخابرات وجعلها منافسة للاستخبارات الأجنبية خاصةً الإسرائيلية، حيث نجح في قطع الطريق على جهاز الموساد الإسرائيلي الذي كان يستغل الأراضي التركية لتنفيذ عمليات استراتيجية، وأجبره على البحث عن بدائل.
صحف إسرائيلية تحدثت مراراً عن قلق تل أبيب من رئاسة فيدان لجهاز الاستخبارات، حيث وصفته مؤسسة الدفاع الإسرائيلية بنقطة التحول في علاقة تل أبيب وأنقرة من التعاون المطلق إلى العلاقة الندية، وما تبع ذلك من إحباط محاولات الموساد العمل في الأراضي التركية، وضبط عدة شبكات خلال السنوات الماضية.
