إجراءات تقشف غير مسبوقة بدأتها حكومة الرئيس التركي، رجب طيب أردوغان،  في محاولة لمكافحة المستويات الغير مسبوقة للتضخم الذي يشهده الاقتصاد التركي.
وبحسب وسائل إعلام فإن إجراءات تقشف الحكومة التركية تبدأ بالتخلص من سيارات الحماية الخاصة بالوزراء والمسؤولين وحتى الهدايا والقرطاسية والدفاتر والأوراق اللازمة للاستخدام في الدوائر الرسمية.
إجراءات التقشف المزمع تنفيذها أعلنها وزير المالية التركي، محمد شيمشك، في بيان صباح اليوم برفقة جودت يلماز نائب أردوغان مؤكدا أن “الأولوية القصوى للقرارات الحالية هي حل مشكلة تكلفة المعيشة”.
وفتح وزير المالية التركي والذي يعتبر قائد الفريق الاقتصادي الذي عينه إردوغان بعد فوزه بانتخابات الرئاسة والبرلمان، الباب مفتوحا أمام “إجراءات تقشف أوسع”، مشددا على أن الهدف الرئيسي الذي يطمحون إليه، وهو إعادة معدلات التضخم إلى “فئة الآحاد”.
وارتفعت معدلات التضخم في تركيا في شهر أبريل الماضي إلى 69.8 بالمئة حسب بيانات “معهد الإحصاء التركي”، وجاء ذلك رغم اتجاه المصرف المركزي في البلاد إلى رفع أسعار الفائدة وبالتدريج من 8.5 إلى 50 بالمئة، بموجب إجراءات “التشديد النقدي” التي أعلن عنها قبل أشهر.كما ارتفعت أسعار السلع الاستهلاكية بنسبة 3.2 بالمئة بمعدل شهري، على ما أظهرته بيانات “معهد الإحصاء”.

إجراءات غير مسبوقة
ووفق البيان فلم تقتصر إجراءات التقشف التركي على مؤسسة أو وزارة دون غيرها، بل استهدفت كل القطاعات ومختلف المسارات التي يراد منها “تخفيض الإنفاق العام”.

وأبرز إجراءات تقشف التي تم الإعلان عنه أنه سيتم تعليق شراء/تشييد مباني الخدمات الجديدة لمدة 3 سنوات، باستثناء المتعلقة بمخاطر الزلازل.
وتنص الإجراءات الجديدة أيضا على عدم استئجار مبنى جديد، مع الاتجاه لإنهاء عقود الإيجار الحالية وفق جدول زمني.
وقال شيمشك إنهم سيراجعون إيجارات المساكن ورسوم المرافق الاجتماعية مع مراعاة القيمة الحالية، وسيحدّون من التوسع الإداري، ويخفضون عمليات التوظيف الجديدة.
وصلت إجراءات التقشف إلى حد تسريع استبدال أضواء الإنارة في الشوارع إلى “الليدات” التي تستهلك طاقة منخفضة، والتحول على نحو كبير إلى نظام المراسلات الالكترونية.
كما تضمنت الإجراءات أيضا عدم تنظيم أي نشاط في المؤسسات، من رحلات ووجبات، باستثناء الاجتماعات الدولية والعطلات الوطنية، ومنع تقديم الهدايا مثل الأجندات والتقاويم واللوحات.
وستعطى الأولوية للمشروعات الاستثمارية التي يزيد تقدمها المادي عن 75 بالمئة، والمشروعات الاستثمارية الضرورية بسبب مخاطر الزلازل، وأضاف وزير المالية التركي من جانب آخر، أنه سيتم منع شراء أو استئجار سيارات جديدة لمدة 3 سنوات.
كما أوضح الوزير التركي أنهم سيمنعون استخدام وشراء المركبات أجنبية الصنع، إلا بما يسمح القانون به، وسيتوقفون عن نقل الموظفين من الأماكن التي تتوفر فيها وسائل النقل العام، باستثناء قطاعي الأمن والدفاع.
وبحسب مراقبون فإن الاجراءت الحكومية “إجراء لا مفر منه” لمكافحة التضخم والمستويات غير المسبوقة التي بلغها، واللجوء لهذه الاجراءات يسدل الستار على مرحلة “صعبة ومعقدة”، ويرتبط تحقيق الأثر الإيجابي فيها “بالقدرة على الصمود والالتزام بالقواعد.
