أكد دبلوماسيون في مجلس الأمن أن روسيا وافقت مبدئيا على السماح بتسليم المساعدات الإنسانية عبر تركيا لنحو أربعة ملايين شخص في شمال غرب سوريا لمدة ستة أشهر أخرى فيما حذرت الأمم المتحدة من خطورة عدم تمديد آلية إيصال المساعدات إلى النازحين السوريين.
ويلزم الحصول على إذن المجلس المكون من 15 عضوا لأن السلطات السورية لم توافق على العملية الإنسانية التي تقدم مساعدات تشمل الغذاء والدواء والمأوى للمناطق التي تسيطر عليها المعارضة في سوريا منذ 2014.
ومن المقرر أن يصوت مجلس الأمن يوم الاثنين على تمديد الإجراء، أي قبل يوم من انتهاء صلاحية الموافقة الحالية. ويلزم لتبني القرار تأييد تسعة أصوات له وعدم استخدام روسيا أو الصين أو بريطانيا أو فرنسا أو الولايات المتحدة حق النقض (الفيتو).
واوضح دميتري بوليانسكي، نائب سفير روسيا لدى الأمم المتحدة، “ما زلنا ندرس الإيجابيات والسلبيات”، مضيفا أن تنفيذ قرار مجلس الأمن الحالي، الذي تم تبنيه في يوليو/تموز، “بعيد عن توقعاتنا”.
واكد أن روسيا ستتشاور مع سوريا وأن القرار النهائي ستتخذه موسكو يوم الاثنين.
وقال دبلوماسيون إن أعضاء مجلس الأمن وافقوا بشكل غير رسمي الأسبوع الماضي على النص الذي يمنح العملية ستة أشهر أخرى، والذي تمت صياغته والتفاوض بشأنه من قبل أيرلندا والنرويج قبل أن ينهيا فترة عضويتهما في المجلس لمدة عامين في 31 ديسمبر/كانون الأول.

وحذر كبار مسؤولي المنظمة الدولية، بمن فيهم منصب منسق الشؤون الإنسانية والإغاثة في حالات الطوارئ مارتن غريفيث، يوم الاثنين من أن إنهاء عملية المساعدة سيكون “كارثيا” لأولئك الذين يعتمدون عليها، و “معظمهم من النساء والأطفال الذين يحتاجون إلى المساعدة فقط للبقاء على قيد الحياة في ذروة الشتاء. ووسط تفش خطير للكوليرا”.
