كشفت تقارير سورية عن خطة سرية يجري العمل عليها حاليا لإصلاح وتطوير المؤسسة العسكرية.
ونقلت وسائل إعلام سورية عن المدير العام للإدارة العامة في وزارة الدفاع في الحكومة السورية، اللواء أحمد سليمان، إعلانه اتخاذ قرار بالبدء بالإصلاح في المؤسسة العسكرية.
وشدد المسؤول السوري خلال لقاءه عبر التليفزيون على أن الخطة يجري تنفيذها “بصمت وسرية”.
وتطرق سليمان خلال لقاءه إلي عدة نقاط متعلقة بالمرسوم الصادر الجمعة الفائت، والمتعلق بالخدمة الاحتياطية لمن بلغ سن الـ 40.
وقال سليمان إنه كان هناك عمل جدي للانتقال إلى جيش نوعي متطور احترافي يعتمد في نسبته الكبيرة على الموارد البشرية المتطوعة “لكن بسبب الحرب تم تعطيل وتأخير عملية الإصلاح بشكل عام”.
وأضاف: “لكن الآن تم اتخاذ قرار بالبدء بالإصلاح في المؤسسة العسكرية وهي تحدث بصمت وسرية ولا توجه إلى العلن”.
جيش احترافي
ولفت اللواء إلى أن صدور مرسوم العفو عن جرائم الفرار، وإعلانات التطوع والمرسوم الأخير المتعلق بالمتخلفين عن خدمة الاحتياط، “لم يكن صدفة”.
وأضاف أن هناك “استراتيجية لتحقيق هدف الوصول إلى جيش نوعي متطور احترافي يعتمد على المتطوعين، وهناك ميزات هامة لمن يؤدي خدمة التطوع منها راتب لا يقل عن مليون و300 ألف تطاله زيادات”.
وأشار إلى أن الجيش النوعي الاحترافي التطوعي يحتاج إلى إعداد وتأهيل عالٍ “لذلك المتطوع هو الخيار الأفضل، وعقود التطوع المؤقتة هي أيضا خيار جيد”.
ومؤخراً أعلنت وزارة الدفاع عن عقود تطويع منها عقود لـ 5 سنوات وأخرى لمدة 10 سنوات.
تعديلات هامة
كما كشف اللواء سليمان، عن “تعديل كامل لمفهوم الاحتياط ولن يبقى كما هو الآن، وسيتضح ذلك خلال الأيام القادمة، وأنه لن يؤدي أحد للخدمة الإلزامية ويبقى فيها فترة طويلة”.
وأشار إلى وجود تعديلات “هامة جداً” ستصدر الفترة القادمة منها “تسريح عدد لا بأس به ممن يؤدون الخدمة الاحتياطية”.
وأضاف اللواء: “وضعنا جدولاً زمنياً ليس طويلاً لتحديد مدة الخدمة الاحتياطية بحيث لا تتجاوز العامين (مجتمعة أو متفرقة). مستدركاً: ذلك لا يعني أن كل من أدى خدمة إلزامية سيؤدي خدمة احتياطية، قد لا يطلب”.
