حرب باردة أم مكافحة للإرهاب..ماذا يحدث بالساحل الإفريقي؟

تحدثت تقارير صحفية أمريكية عن نوايا واشنطن إنشاء قواعد للطائرات المسيرة في عدد من مطارات الدول الأفريقية وبالتحديد في غانا وساحل العاج وبنين لملاحقة الجماعات المتشددة بالمنطقة.
وبحسب ما نشرته صحيفة وويل ستريت جورنال عن من وصفتهم بالمسءولين الأمريكيين والأفارقة فإن واشنطن تحاول بهذه الخطوة إيقاف انتشار المسلحين المتشددين في القارة الإفريقية، مشيرة إلى أن هذه المسيرات ستسمح للقوات الأميركية بمتابعة تنقلات المقاتلين وإعطاء توصيات تكتيكية للقوات المحلية أثناء إجراء عمليات قتالية، لكن مراقبون يرون أن التحرك الأمريكي يهدف بالأساس لمناكفة موسكو التي أصبحت تمتلك نفوذا واسعا بالمنطقة.
وشهدت الفترة الأخيرة تنامي النفوذ الروسي بالقارة الإفريقية خاصة بعد الانقلابات العسكرية التي شهدتها دول مالي وبوركينا فاسو والنيجر والتي أطاحت بأنظمة موالية للغرب وتحديدا باريس التي كانت تمثل المصالح الغربية بإفريقيا.
وعلى خلفية الانقلاب الأخير بالنيجر أواخر يوليو الماضي اتخذت السلطات العسكرية قرارات ضد النفوذ الفرنسي بالبلاد حيث أمرت بطرد سفير باريس فى نيامي وإنهاء الوجود العسكري الفرنسي بالبلاد وهو نفس ما فعلته السلطات في بوركينا فاسو ومالي فى أوقات سابقة.
وعلى مدار عقود كانت منطقة الساحل الأفريقي بعيدة عن التجاذب الروسي الأمريكي وكانت محسوبة على فرنسا بشكل كبير ولكن بعد الانقلابات التي شهدتها المنطقة وتوسع النفوذ الروسي بها دفع الأمريكان لتغيير موقفهم والقبول بالتعامل مع الانقلابيين خاصة بالنيجر نظرا لما تمتلكه من ثروات طبيعية.
ويري مراقبون أن الخطوة الأمريكية تستهدف فى الأساس التصدي لتمدد النفوذ الروسي فى عموم القارة الأفريقية وخاصة بمنطقة الساحل والصحراء على خلفية الانقلابات التي شهدتها عدد من الدول الإفريقية مؤخرا ضد النفوذ الغربي الذي كانت تمثله فرنسا.
خنق روسيا
ويؤكد محمدن حبيب أيب الباحث في شؤون دول الساحل والصحراء والجماعات المسلحة أن “الهدف الرئيسي من التحركات الأمريكية فى دول بنين وساحل العاج وغانا هو التواجد قرب مناطق النفوذ الروسي خاصة مع انتشار فاغنر بدول مالي وبوركينا فاسو والنيجر”.
وقال حبيب لوكالتنا “الأمر لا علاقة له بمكافحة الإرهاب خاصة أن الوجود العسكري الأمريكي بالمنطقة يتجاور عشر سنوات توسعت فيها قدرات الجماعات الإرهابية بشكل كبير”.
ويشير حبيب وهو باحث موريتاني مقيم في العاصمة المالية باماكو إلي أن “رغبة أمريكا فى التواجد بالمنطقة هدفه الرئيسي شد الخناق على الوجود الروسي الذى بات واقعيا بدول مالي وبوركينا فاسو والنيجر خاصة بعد التقارير التي تتحدث عن توجه روسيا لإقامة 4 قواعد عسكرية وعقد شراكة اقتصادية لبناء أكبر معمل لتنقية الذهب فى مالي، فضلا عن تولي ضباط روس عملية التأمين والحماية الشخصية لإبراهيم تراووي زعيم بوركينا فاسو، كما يجري الحديث عن تولي فاغنر أعمال أمنية فى النيجر أيضا”.
وبحسب الباحث “تستهدف الولايات المتحدة نشر طائرات مسيرة فى دولة بنين المحاذية للنيجر، إضافة لساحل العاج التي تقع على خط التماس مع مالي، فضلا غانا التي لها حدود مع بوركينا فاسو”.
واعتبر حبيب أن “الوجود الأمريكي بمنطقة الساحل الأفريقي هو وجود احتكاك كما يحدث في أوروبا الشرقية ويشبه لحد كبير ساحة صراع حرب باردة عنوانها منطقة الساحل والصحراء”.

تعاون عسكري
واتفق معه فى الرأي يعقوب الباحث الشؤون الأمريكية مؤكدا أن “واشنطن تعمل على التنسيق مع دول غانا وبنين وساحل العاج من أجل قطع الطريق على روسيا التي أصبح لها نفوذ واسع بالمنطقة”.
وقال يعقوب لوكالتنا “الولايات المتحدة تحاول أيضا عبر هذه التحركات أن تجد موطىء قدم لها بمنطقة الساحل وأن تتمكن من تعقب الجماعات المسلحة المنتشرة بالمنطقة وتوفير فضاء أمنيا لها لاستهداف هذه الجماعات”.
وأشار يعقوب إلي أن “الولايات المتحدة غابت كثيرا عن منطقة الساحل وعن الاهتمام بإفريقيا بشكل كبير وهو ما تسبب فى نفوذ روسي وصيني كبير بالمنطقة وأصبح هناك مصالح عسكرية واقتصادية كبيرة لموسكو وبكين مع دول الساحل ودول الغرب الأفريقي خاصة بعد تراجع النفوذ الفرنسي بالمنطقة”.

وأكد أن “أمريكا تخطط لعقد اتفاقيات عسكرية واقتصادية وتقديم دعم مادي وعسكري لهذه الدول من أجل إبعادها عن روسيا العدو اللدود لواشنطن خوفا من تمدد نفوذ موسكو بالمنطقة الأفريقية التي بدأت تخرج تدريجيا من النفوذ الغربي لصالح روسيا وهو ما ترفضه واشنطن بشكل كامل”.
وبحسب يعقوب فإن “هناك حربا باردة جدا بين أمريكا وروسيا بالساحل الأفريقي حيث يسعي الطرفان للبحث عن ولاءات الأنظمة التي وصلت لسدة الحكم عبر انقلابات، وواشنطن من جانبها تريد تحييد هذه الدول عن روسيا لتصبح الوريث الشرعي والحليف الرسمي لهذه الدول خلفا لفرنسا التي أطاحت الانقلابات الأخيرة بمصالحها ونفوذها”.

استهداف فاغنر
بدوره، يري د.عمرو الديب خبير الشؤون الروسية أن “المفاوضات الأمريكية مع دول بنين وغانا وساحل العاج بمثابة خطوة موجهة لوجود فاغنر في هذه المنطقة”.
واستبعد الديب في تصريحات لـ وكالتنا أي احتمالية لحدوث مواجهات بين الولايات المتحدة وروسيا فى تلك المنطقة مؤكدا أن هذه الأمور ما هي إلا نوع من الضغوط المتبادلة بين الطرفين”.
كما “استبعد خبير الشؤون الروسية لجوء موسكو لاتخاذ أى موقف ردا على التحركات الأمريكية معتبر أن أى موقف روسي قد يكلّفها الكثير، خاصة أن روسيا لا تستطيع أن تبسط سيطرتها على دولا فريقية أخرى”.
ويرى الديب أن “الوجود الروسي يقتصر على دول مقسمة و بها حروب أهلية ولا تتواجد موسكو في أي دولة بها حكومة موحدة وجيش موحد”.
ووصف خبير الشؤون الروسية ” التحرك الأمريكي بالساحل الأفريقي بأنه موجة جديدة من الحرب الباردة”.
