تجاهلت الاحتلال التركي لسوريا والعراق..ما أهمية القمة العربية الجزائر ؟!

تترقب الشعوب العربية البيان الختامي لقمة الزعماء العرب التي تستضيفها الجزائر وذلك للمرة الأولي منذ أكثر من منذ ثلاث سنوات.
وتأت قمة الجزائر فى ظل أوضاع استثنائية تعيشها المنطقة العربية مع استمرار الانقسامات حول الصراعات التي تشهدها المنطقة، خصوصا في سوريا وليبيا والعراق.
وتواجه قمة الجزائر التي أطلق عليها قمة “لم الشمل” تحديات كبيرة خاصة بعد إعلان عدد من الزعماء والملوك العرب عدم حضورهم أعمال القمة.
ووفقا لتقارير صحفية فمن المؤكد غياب 6 من الزعماء العرب فى مقدمتهم ولي العهد السعودي محمد بن سلمان، وأمير الكويت الشيخ نواف الأحمد الصباح، ورئيس الإمارات محمد بن زايد، وسلطان عمان هيثم بن طارق، وملك البحرين حمد بن عيسى آل خليفة، إضافة إلى رئيس لبنان ميشيل عون.
غياب القادة عن القمة ليس الأزمة الوحيدة التي أفقدت قمة الجزائر رونقها وأهميتها، فالقمة العربية التي يفترض بها الدفاع عن سيادة وإستقلالية أعضائها تجاهلت فى جدول أعمالها مناقشة الاحتلال التركي لشمال سوريا والعراق والانتهاكات التركية المستمرة لسيادة ليبيا.
وبحسب مراقبون فإن القمة العربية فشلت قبل أن تبدأ، ولا يمكن التعويل عليها أو انتظار قرارات قوية تجاه الأزمات التي تعصف بالدول العربية أو الجرائم التي تواجهها الشعوب علي يد الاحتلال التركي بسوريا والعراق.

العثمانية الجديدة
وقال الكاتب والمحلل السياسي المصري، إبراهيم شعبان، إن هناك بند دائم على مختلف الاجتماعات الوزارية والقمم العربية، بإدانة التدخل التركي السافر في الشؤون العربية منذ أكثر من 10 سنوات. لكن القضية تكمن في أن هذه البنود عبر مختلف الاجتماعات “مجمدة” ولا يتم تفعيلها أو تحويلها إلى سياسات حقيقية جماعية من جانب الدول العربية.
وأكد شعبان ، إن تركيا وطوال السنوت الماضية لم تخف نزعتها الاستعمارية عبر ما تسميه بالعثمانية الجديدة واتبعت سياسة “تمددية”، في الأراضي العربية .
واعتبر ان التواجد التركي في شمال العراق، أشبه ما يكون باحتلال وربما يعود هذا الى ضعف الدولة في العراق بشكل عام. وكذلك في سوريا، فتركيا مسؤول رئيسي عن الدمار الذي لحق بسوريا عبر مساندتها جماعات جهادية ومتطرفة في الداخل السوري، واقتطاعها آلاف الكيلومترات لحسابها وجماعات معارضة سورية تابعة لها، وقد استباحت تركيا الشمال السوري منذ عم 2011، وعملت على “تتريك” المنطقة ونشر الثقافة واللغة التركية فيها. بالإضافة إلى إنشاء ما لايقل عن 113 موقعا عسكريا تركيا في شمال سوريا تتوزع ما بين قاعدة عسكرية ونقطة مراقبة، تنتشر في 5 محافظات سورية، بواقع 55 في حلب، و43 في إدلب، و9 في الرقة، و4 في الحسكة و2 في اللاذقية، وفق بعض التقارير، وهذه النقاط العسكرية التركية، احتلال تركي سافر في قلب الأراضي السورية.
وأوضح إبراهيم شعبان، أن جزء كبير من عدم فضح الاحتلال التركي داخل الأرضي السورية، يعود إلى تعليق عضوية سوريا في الجامة العربية منذ نوفمبر 2011، ما يجعل الجرائم التركية في قلب سوريا غائبة عن الشارع العربي.
كما اعتبر المحلل المصري أن ما وصفه بـ “الانبطاح العربي” أمام تركيا يغريها بتوسيع مناطق تدخلها ومنها ما يحدث في ليبيا. فبعد التوغل في العراق واستباحة سيادته، وبعد احتلال شمال سوريا فإن “العثمانية الجديدة” وجدت لها مقعد ثابت في ليبيا، ووقعت اتفاقيات عسكرية وأمنية وأرسلت آلاف المرتزقة للعاصمة طرابلس بدءًا من عام 2019.
واختتم شعبان، بإنه ليس مطلوبًا فقط من القمة العربية القادمة في الجزائر مطلع نوفمبر، توجيه إدانات عابرة للدور التركي، ولكن التوقف أمام تفاصيل هذا التدخل وكشفه أمام الرأي العام العربي، وطرح مشروع قانون للمطالبة بالانسحاب التركي فورا من كافة الدول العربية واحترام سيادة الدول العربية.

فشلت قبل بدايتها
من جانبه، يري الكاتب والمحلل السياسي المصري مجدى صادق أن القمة العربية القادمة بالجزائر التي تنعقد لاول مرة منذ عام 2019 أثبتت فشلها قبل أن تبدأ.
وأعتبر فى تصريحات خاصة أن أكبر دليل على فشل القمة هو إعتذار 6 من القادة العرب حتي الآن رغم أن شعار القمة هو “لم الشمل”!!
واستنكر صادق غياب القضايا العربية الملحة عن القمة العربية مثل الاحتلال التركي لسوريا والعراق والتدخلات والاتفاقيات التي يعقدها نظام أردوغان مع حكومة الدبيبة فى ليبيا بما يهدد الأمن القومي العربي.
وأشار إلي ان حالة الالتباس التي تعيشها الدولة الجزائرية وسياستها الخارجية سواء دعمها لجبهة البوليساريو وسياسة التصعيد التي تمارسها تجاه مملكة المغرب يجعل من استضافتها للقمة العربية قرار خاطىء خاصة فى ظل ما تمر به المنطقة من أزمات ما كان يتطلب قمة إستثنائية فى دولة لا خلاف على سياستها.
وتساءل الكاتب المصري عن أسباب عدم إدراج قضية الاحتلال التركي للشمال السوري والتواجد غير الشرعي للأتراك في ليبيا والعمليات العسكرية التي ينفذها نظام أردوغان فى شمال العراق علي جدول أعمال القمة ؟ أليست العراق وسوريا دولا عربية يجب الوقوف بجانبها فى مواجهة الاحتلال التركي ؟
وكشف صادق عن تعاون عسكري وسياسي وتجاري كبير بين الجزائر وتركيا، واصفا الجزائر بأنها تحولت لقاعدة عسكرية تركية فى ظل حكم الرئيس تبون وهو ما يهدد الأمن القومي العربي.
ووفقا للكاتب فإن إحتضان الجزائر لتركيا ساهم بشكل كبير فى ضعف أجندة أعمال القمة وغياب السياسات والجزائم التي ترتكبها تركيا بحق دول عريبة كسوريا والعراق عن طاولة المناقشات.
وشدد على أن قمة الجزائر لن تقدم جديدا ولا يمكن أن ننتظر منها خيرا للشعوب العربية ولا طائل من عقدها من الأساس.
