بعد تدخل بغداد..حل مؤقت لأزمة الرواتب في إقليم كردستان

أكدت تقارير صحفية عراقية موافقة حكومة بغداد على الإفراج عن مبالغ إضافية لإقليم كردستان ، من أجل دفع رواتب موظفيه، في خطوة جديدة في ملف شائك يسمم العلاقات بين الطرفين لكنه لم يصل بعد إلى حل نهائي إذ وعدت بغداد بتخفيف الأزمة فقط.

وشهد الإقليم مظاهرات مطلع أيلول /سبتمبر احتجاجا علي تأخر الرواتب لمدة شهرين، فيما يحمّل السكان وحكومة الإقليم بغداد مسؤولية هذا التأخير.

وبحسب بيان صادر عن مكتب رئيس الوزراء العراقي محمد شياع السوداني وافقت الحكومة في بغداد على أن تدفع ثلاث دفعات قدر كلّ واحدة منها 700 مليار دينار (حوالي 530 مليون دولار) لإقليم كردستان اعتباراً من شهر أيلول/سبتمبر.

ضغوط شعبية

ويشير متابعون إلى أن حكومة بغداد تواجه ضغوطا شعبية متزايدة بسبب هذا الملف، ورغم دفع هذه المبالغ إلا أنها لم تعلن تعهدها لحل الأزمة بشكل نهائي، حيث أقر السوداني خلال لقاء جمعه بعدد من الإعلاميين العراقيين، الأسبوع الماضي، أنه من الصعب إرسال المركز الأموال لتغطية مرتبات الموظفين في إقليم كردستان، وأشار إلى أن حكومته ليس بمقدورها “التجاوز على القانون” متعهدا بـ”تخفيف الأزمة” وليس حلها.

وأوضح موقفه بالقول “لا يوجد في قانون الموازنة تمويل رواتب موظفي الإقليم، إنما حصة كردستان وملزمون بقانون الموازنة الثلاثية، وهنالك صعوبات في تنفيذها”.

وتابع “الإقليم ليست له أموال فائضة، وقضية رواتب الإقليم، هي استحقاق وطني أخلاقي تجاه مواطنينا في كردستان”، مضيفا “مجلس الوزراء ليس من صلاحياته تجاوز القانون، لكن بإمكاننا منح قروض، والبرلمان طلب استضافة وزيري مالية المركز والإقليم، وسوف نخفف الأزمة ومعاناة مواطني إقليم كردستان”.

وسوف تدفع هذه المبالغ للإقليم عبر قروض تمنحها ثلاثة مصارف عامة، وتقوم وزارة المالية العراقية بتسديدها، وفق البيان.

وأشار البيان إلى أن هذه المبالغ تهدف إلى “توفير السيولة المالية لحكومة إقليم كردستان العراق، وتمكينها من دفع رواتب الموظفين والمشمولين بالرعاية الاجتماعية والمتقاعدين”.

وأوضح البيان أن على ديوان الرقابة المالية الاتحادي، بالتنسيق مع ديوان الرقابة المالية في الإقليم “تدقيق أعداد الموظفين والمشمولين برواتب الرعاية الاجتماعية والمتقاعدين في الإقليم” خلال 30 يوماً.

ورغم إفراج حكومة بغداد مطلع أيلول/سبتمبر عن 500 مليار دينار (حوالي 380 مليون دولار) لرواتب إقليم كردستان، فإن تصحيح الوضع يتطلب شهرياً الإفراج عن 900 مليار دينار لدفع الرواتب، وفقا لحكومة أربيل.

وتتهم حكومة الإقليم الحكومة المركزية، منذ فترة طويلة، بعدم إرسال الأموال الخاصة برواتب موظفيها المدنيين. حيث تمّ اتفاق بشأن تحويل موارد النفط بالإقليم لبغداد، مقابل توليها دفع رواتب موظفي الإقليم وذلك بتخصيص 12.6 بالمئة من الموازنة الاتحادية لكردستان العراق، وثارت اتهامات بعدم التزام إدارة الإقليم بذلك.

وكان الإقليم، بفضل صادراته النفطية، يتمتع بمصدر تمويل مستقل يمكنه من دفع الرواتب جزئيا، لكنه منذ نهاية آذار/مارس الماضي محروم من هذه الموارد بسبب خلاف مع أنقرة وبغداد.

وتسببت أزمة المرتبات في الإقليم، بالعديد من المشكلات وصلت إلى حد أن مدير مستشفى الأطفال التعليمي في محافظة السليمانية، بشدر عبدالله، حذّر الأسبوع الماضي، من أن المستشفى على وشك الإغلاق بسبب عدم دفع رواتب الأطباء والكوادر الصحية العاملين فيها.
وقال “نحن في إدارة المستشفى ندعم بشكل كامل الأطباء والموظفين الإداريين والصحيين والممرضين، وندعو الحكومة إلى دفع الرواتب في أسرع وقت ممكن”.
وحث المواطنين على مراعاة الظروف النفسية للأطباء والموظفين خلال مراجعاتهم للمستشفى حتى يتمكنوا من الاستمرار، حيث أن الشباب الأطباء والموظفين والممرضين ليس لديهم مصدر دخل سوى الرواتب.

ترحيب بارزاني

ورحّب رئيس حكومة إقليم كردستان مسرور بارزاني في بيان الأحد بـ”اتفاق مثمر” مع بغداد من أجل ضمان تأمين رواتب المواطنين”. وقال “استطعنا الدفاع عن حقوق شعب كردستان”.

وأضاف بارزاني “أشكرُ مواطنينا على صبرهم الطويل وصمودهم وثقتهم الراسخة في حكومتهم”.

كذلك، أجرى اتصالاً مع رئيس الوزراء محمد شياع السوداني، معرباً له عن “شكره وامتنانه …على دعمه في التوصل إلى اتفاق بشأن مسألة متقاضي الرواتب في إقليم كردستان”.
