هل يخطط أردوغان لانقلاب دستوري جديد للبقاء في السلطة؟

<h2>أثار الخطاب الأخير للرئيس التركي رجب طيب أردوغان الكثير من علامات الاستفهام خاصة فيما يتعلق بالجملة التي طرحها في توقيت حساس من &lpar;أن هذه آخر انتخابات لى&rpar; ، وترجع حساسية الجملة إلى الانتخابات التي سوف تشهدها تركيا في 31 مارس الجارى ؛مما أعاد إلى أذهان الجميع التكهن بأن ربما يلجأ التحالف الحاكم الذى يقوده أردوغان إلى الانقلاب على الدستور والقيام بتعديلات جديدة لتمكنه من المشاركة في فترة رئاسية جديدة كما فعل في السابق&period;<br &sol;>&NewLine;وتباينت رؤية الخبراء حول أهداف أردوغان من تلك الجملة وحقيقة نيته ورغبته في إجراء تعديل دستوي يمنحه حق الترشح لفترة رئاسية جديدة&period;<&sol;h2>&NewLine;<h2><span style&equals;"color&colon; &num;ff0000&semi;">لن يعدم وسيلة للبقاء<&sol;span><br &sol;>&NewLine;ويري د&period;أسامة السعيد الخبير في الشؤون التركية أن تصريحات أردوغان تكشف عن نية الائتلاف الحاكم إصدار أو إقرار دستور جديد للبلاد يتناسب مع المئويه الثانية للجمهورية التركية&period;<br &sol;>&NewLine;وأوضح في تصريحات خاصة لـ الشمس نيوز أن هذه الدعوة لا تخلو من مصالح واضحة للرئيس التركي أولها أنه بالفعل يريد أن يمدد بقائه في السلطة خاصة أن شخصية أردوغان التي ظهرت خلال سنوات حكمه يصعب معها التصديق أنه يمكن أن يبتعد عن السلطة&period;<br &sol;>&NewLine;ويعتقد الباحث أن أردوغان سيحاول البحث عن أي ذريعه أو وسيلة تمكنه من البقاء في السلطه لأطول فترة ممكننة سواء كان ذلك عبر اقرار دستور جديد يمنحه حق الترشح مرة أخري كما فعل بعد التعديل الدستوري الأخير الذي تحولت بموجبه تركيا للنظام الرئاسي، لافتا إلي أن أردوغان لن يعدم حيلة في التوصل إلى الأدوات التي تمكنه من البقاء في السلطة لأطول فترة ممكنة&period;<br &sol;>&NewLine;وأشار الباحث إلي أن هذه المحاوله لا تخفى على أحزاب المعارضة التي أبدت رفض واضح لهذه الرغبة الاردوغانية وهناك حاله من التشكك الكبير في نوايا الرئيس التركي&period;<br &sol;>&NewLine;كما يري الباحث أن نوايا أردوغان ربما تتجاوز فكرة البقاء في السلطة هو يحاول أن يعيد تقديم نفسه لأوروبا على وجه التحديد عبر دستور مختلف ربما يكون أكثر ليبرالية في بعض الأحيان لتلبية المعايير الأوروبية خاصة أن أردوغان حتى هذه اللحظة لا يكل ولا يمل عن الرغبة في الانضمام إلى الاتحاد الأوروبي رغم الخلافات مع بعض دول الاتحاد ولكن في النهاية الحوصل على عضوية الاتحاد الأوروبي مصلحة كبيرة لتركيا ولنظام أردوغان الذي يريد أن يستغل مساعي بعض الدول في الاتحاد الأوروبي لتوسيع العضوية في المرحلة المقبلة وبالتالي يعيد تقديم تركيا مرة أخرى كشريك مؤهل للانضمام الى الاتحاد الأوروبي&period;<br &sol;>&NewLine;كما يعتقد السعيد أن أردوغان ربما يسعى أيضا من خلال إقرار دستور جديد لتوسيع بعض الصلاحيات أو بعض البنود المتعلقة بفئات المتدينين في تركيا خاصة المواد المتعلقة بالحجاب لإن هذا سيؤمن له أغلبية وشعبية أكبر لدى الأوساط المحافظة في تركيا وبالتالي أعتقد أنه سيحاول من خلال هذه الخطوة تحقيق مجموعة من المكاسب بحجر واحد أو إصابة عدد من الأهداف بحجر واحد أهداف داخليه وأهداف إقليمية ودولية&period;<&sol;h2>&NewLine;<h2><span style&equals;"color&colon; &num;ff0000&semi;">موقف المعارضة<&sol;span><br &sol;>&NewLine;وتابع &colon; وأيضا على المستوى الشخصي سيحقق أهداف شخصية بالبقاء في السلطة لأطول فتره ممكنة، ورغم ذلك فالأمر لن يمر بهدوء والمعارضة التركية لن تصمت وربما يتحول الأمر بالنسبة لها لنوع من أنواع الكفاح ضد ما يريد أن يقوم به أردوغان واعتبار ذلك نوع من الانقلاب الدستوري &period;<br &sol;>&NewLine;وبحسب الباحث فإن هناك احتمالية لتمرير مخطط أردوغان خاصة أن حزب العدالة والتنمية يجيد لعبه التوازنات والتحالفات ويستطيع الحصول على أصوات 70 نائب من خارج التحالف الذي يقوده حاليا لتمرير فكرة تعديل الدستور أو تغييره وهذا الرقم ليس صعبا إذا ما ما استطاع إغراء بعض الأحزاب الصغيرة بمكاسب سياسية وانتخابية وهو ما يجعلنا نتوقع صيف ساخن جدا قد تشهده تركيا الفترة المقبلة&period;<&sol;h2>&NewLine;<h2><span style&equals;"color&colon; &num;ff0000&semi;">الرئيس الديمقراطي<&sol;span><br &sol;>&NewLine;من جانبها قالت د&period;شيماء حسين خبير العلاقات الدولية أن جملة &&num;8220&semi;هذه آخر انتخابات لى بموجب التفويض الذى يمنحه القانون&&num;8221&semi; التي أطلقها أردوغان أراد بها الرئيس التركي أن يظهر بصورة الرئيس الديمقراطي الذى يحترم القانون ، وهو واقعيا ما ينص عليه القانون سواء توفرت الرغبة عند أردوغان للترشح من عدمه&period;<&sol;h2>&NewLine;<h2>وأشارت إلي أنه بموجب الدستور التركى الحالي مادة 101 لا يسمح للمرشح الئاسى بالترشح إلا لفترتين رئاسيتين فقط مدة كل فترة هي 5 سنوات ، ولسوف تنتهى فترة ولاية أردوغان الثالثة في عام 2028 ، مما يجعله غير قادر على تجديد الترشح لفترة رئاسية جديدة إلا في عام 2033 ووقتها سيكون عمره قرب من ال80 عاما ؛ مما يجعله من الصعب الترشح سواء بموجب القانون أو كبر عمره أو المشاكل الصحية التي بدأ يعانى منها في فتراته الأخيرة ، وبالتالي فمن المستبعد أن يكون المقصد من جملته المثيرة للجدل هو الرغبة في إجراء تعديلات دستورية جديدة خاصة على ضوء تصريحاته السابقة التي أبدى فيها عدم رغبته في السعي لتغيير القانون وأنه سوف يترك الأمر لمن يخلفه في الانتخابات الرئاسية ، وأيضا في ظل تعدد الشخصيات البارزة على الساحة التركية يجعل هناك فرص للعديد منهم لخوض التجربة للترشح للرئاسة في ظل التغيير الذى لن يعترض عليه الشعب التركى بعد سيطرة أردوغان على قيادة تركيا لمدة عشرون عاما &period;<&sol;h2>&NewLine;<h2><span style&equals;"color&colon; &num;ff0000&semi;">مرشحون لخلافة أردوغان<&sol;span><br &sol;>&NewLine;وبحسب الباحثة فإن  أبرز الشخصيات المرشحة لخوض انتخابات الرئاسة التركية وخلافة أردوغان هي &lpar; هاكان فيدان&rpar; وزير الخارجية الحالي ومدير جهاز المخابرات السابق، والذى يتمتع بنفوذه القوى<br &sol;>&NewLine;أيضاً هناك سليمان صويلو وزير الداخلية السابق كذلك خلوصي آكار وزير الدفاع السابق، كما أن هناك صهر الرئيس أردوغان سلجوق والذى يمتلك نفوذا وقوة في قطاع صناعة المسيرات إلى جانب شهرته الإعلامية الواسعة ،<br &sol;>&NewLine;وأشارت إلي أنه برغم من أن البعض يسعى إلى إضفاء بلال أردوغان نجل الرئيس أردوغان على المشهد الانتخابي التركى بسبب إرث والده ، إلا أنه لن يكون التنافس لصالحه في ظل تواجد الشخصيات السابقة في المشهد السياسي التركي وما سوف يستجد من شخصيات أخرى في الأعوام المقبلة<br &sol;>&NewLine;وختمت الباحثة بقولها &&num;8220&semi;نستطيع أن نجمل أن جملة أردوغان كانت استعطافية ودعائية أكثر منها انقلابية أو تحمل معاني ضبابية لمؤامرات دستورية جديدة&&num;8221&semi;
