أكدت تقارير صحفية أنه رغم مرور نحو أسبوعين على منح البرلمان العراقي الثقة لحكومة رئيس الوزراء محمد شياع السوداني، إلا أن وزارتي البيئة والإعمار ما زالتا شاغرتين، بسبب تعذر التوصل لاتفاق بين الحزبين الكرديين الرئيسين في إقليم كردستان، حيث قضى العرف السياسي المعمول به في البلاد أن تكون الوزارتان من نصيب القوى الكردية خلال الحكومة الحالية.
ورغم عقد لقاءين بين الحزبين (الحزب الديمقراطي الكردستاني، بزعامة مسعود بارزاني والاتحاد الوطني الكردستاني، بزعامة بافل طالباني) خلال الفترة الماضية للتوصل إلى تفاهمات حيال الوزارتين، إلا أنهما لم يسفرا عن أي نتائج لغاية الآن.
ووفقاً لتقاسم الوزارات بين المكونات، فإن للأحزاب الكردية 4 وزارات، إذ نال الحزب الديمقراطي الكردستاني حقيبة وزارة الخارجية، أما الاتحاد الوطني الكردستاني فقد نال حقيبة وزارة العدل، في وقت يصر الحزب الديمقراطي الحصول على الوزارتين الشاغرتين، مقابل رفض ذلك من غريمه التقليدي (الاتحاد الوطني الكردستاني) ويسعى لحصوله على وزارة البيئة، ليكون لكل حزب كردي وزارتان.
واعتمدت الحكومات العراقية المتعاقبة بعد عام 2003 مبدأ المحاصصة الطائفية والحزبية في توزيع المناصب الحكومية، وسط انتقادات لوصول شخصيات حزبية غير كفوءة لإدارة المناصب، وتفشي الفساد في مؤسسات الدولة.
تهديدات السوداني
وبحسب وسائل إعلام، قال النائب في البرلمان العراقي عن تحالف “الإطار التنسيقي”، محمد الصيهود، إن “الخلافات بين الحزبين الكرديين ما زالت قائمة على وزارتي البيئة والإعمار، رغم الوساطات التي بذلت لحل الخلاف من قبل رئيس الوزراء محمد شياع السوداني وأطراف سياسية مختلفة”.
وبيّن الصيهود أن “السوداني منح الحزب الديمقراطي الكردستاني والاتحاد الوطني الكردستاني مهلة أسبوعين لحل هذا الخلاف وفق للتفاهم في ما بينهم من أجل إكمال كامل الكابينة الوزارية، وحتى لا يؤثر وجود حقائب وزارية شاغرة على عمل الحكومة الجديدة”.
وأضاف أن “بقاء الخلافات الكردية دون حلول سيدفع رئيس الوزراء إلى حسم قضية وزارتي البيئة والإعمار بنفسه، خصوصاً أنه يملك أكثر من اسم مرشح للوزارتين وسيقدم طلب التصويت عليهم في مجلس النواب خلال الـ(20) يوما المقبلة كحد أقصى”.
اتهامات لـ الديمقراطي
من جهته، قال القيادي في الاتحاد الوطني الكردستاني غياث السروجي بحسب وسائل إعلام إن “الخلاف مع الحزب الديمقراطي الكردستاني على وزارتي البيئة والإعمار ما زال قائماً ولا يوجد أي تقدم بهذا الملف”.
واتهم السروجي الحزب الديمقراطي الكردستاني، في أربيل بـ”السعي للاستحواذ على جميع الوزارات المخصصة للقوى الكردية بحكومة بغداد. هذا لن نسمح به، واستحقاقنا وزارتين: العدل والمتبقية هي وزارة البيئة، وقدمنا مرشحين لهذا المنصب لدى السوداني وهو له حرية الاختيار من هذه الأسماء”.
لكنه رجح أن تجري خلال الأيام القليلة المقبلة محاولات لحسم الخلاف، “إما بالتوافق أو يُترك حسمها لرئيس الوزراء محمد شياع السوداني”.
ومنح مجلس النواب العراقي، في الـ27 من الشهر الماضي، الثقة للحكومة الجديدة، برئاسة محمد شياع السوداني مرشح الإطار التنسيقي، بواقع 21 وزارة من أصل 23.
