تاريخ الخيانة الأمريكية للأكراد

تخوفات كبيرة يعيشها أكراد سوريا الفترة الأخيرة فى ظل التهديدات التركية بشن هجوم بري على مناطق الشمال السوري خاصة فى ظل عدم وجود موقف قوي من واشنطن وروسيا لردع تركيا.

رسالة الجنرال مظلوم
وكان الجنرال مظلوم عبدي قائد قوات سوريا الديمقراطية قد طالب واشنطن أمس بتوجيه برسالة “أقوى” تجاه تهديدات أردوغان بعد رصد تعزيزات تركية “غير مسبوقة على الحدود”.
وبحسب تصريحات لوكالة رويترز أكد الجنرال مظلوم أنه تلقى تأكيدات “واضحة” من كل من واشنطن وموسكو بأنهما تعارضان “غزوا بريا تركيا”، لكنه أوضح أنه يريد شيئا ملموسا أكثر لكبح أنقرة، على حدّ وصفه.

تهديدات تركية
وكان الرئيس التركي رجب طيب إردوغان، قد أعلن أمس الثلاثاء، أن العمليات العسكرية للقوات المسلحة في شمال سوريا والعراق “لا ينبغي” أن تقلق أحداً، مشدداً على أنّ هذه الخطوات تتعلق بأمن بلاده، وأنقرة لن تقدم تقارير إلى أحد حول تدابيرها”، وفق قوله.
كما أكد المتحدث باسم الرئاسة التركية إبراهيم كالن أن أنقرة لن تطلب الإذن للقيام بعمليات لمكافحة الإرهاب.
ونقلت وكالة «الأناضول» التركية عن كالن قوله: «تركيا لن تطلب الإذن للقيام بعمليات لضمان الأمن القومي للبلاد».
التهديدات التركية أثارت المخاوف التركية خاصة فى ظل غياب موقف قوي من واشنطن وموسكو .

ويخشي الأكراد أن يتكرر موقف الخذلان الأمريكي خاصة أنها لن تكون المرة الأولي ، وعلى الأغلب ليست الأخيرة، التي يتعرض فيها الأكراد لـ«خيانة» أميركية أو غربية مع التوغل التركي أو على القصف الجوي ضد «أهداف كردية» في شمال سوريا.

تاريخ من المعاناة

في القرن الماضي، تغير ميزان القوى العالمي والإقليمي. انهارت الإمبراطورية العثمانية، وتقهقرت فرنسا وبريطانيا في العالم والمنطقة العربية، وتصاعد النفوذ الأميركي. لكن أربعة أمور بقيت «ثابتة»، بحسب تقرير لصحيفة الشرق الأوسط هي:
أولاً، استمرار حلم نحو 40 مليون كردي بتأسيس كيان أو إدارات مستقلة في الدول الأربع التي يعيشون فيها، تركيا وسوريا والعراق وإيران، من دون أي منفذ بحري.
ثانياً، إجماع هذه الدول الأربع على التنسيق ضد الأكراد رغم الخلافات الكثيرة فيما بينها.
ثالثاً، استعمال القوى الكبرى أو الإقليمية الأكراد أداة في صراعاتها ضد بعضها بعضاً، ولتحقيق أهداف معينة، وبينها اعتماد التحالف الدولي بقيادة أميركا عليهم مكوناً أساسياً في الحرب ضد «داعش».
رابعاً، تغيرت الإدارات الأميركية وتكررت الخيانات، وتغيرت القيادات الكردية في المساحات الجغرافية، وبقيت الطعنات.

خيبات ولدغات
هنا تذكير بسبع خيبات كردية ولدغات غربية – أميركية، خلال مائة عام:

1-بعد انهيار الإمبراطورية العثمانية وخروجها خاسرة من الحرب العالمية الأولى، خصصت «معاهدة سيفر» في 1920 مساحة للأكراد في تركيا، كي يقيموا حكماً ذاتياً على منطقة خارج سوريا والعراق وإيران.
وبعد معارضة أنقرة وسطوع نجم مصطفى كمال أتاتورك ودعم واشنطن، واجه الأكراد طعم أول طعنة في «معاهدة لوزان» في 1923، التي فتحت الباب لباريس ولندن لتقاسم جناحي «الهلال الخصيب» في سوريا والعراق، وذهبت وعود «معاهدة سيفر» أدراج الرياح. فالمنطقة التي وعدتهم الدول العظمى بها في شرق الأناضول، ذهبت نهائياً إلى جمهورية تركيا الوليدة.
وكما هو حال أميركا، غازلت بريطانيا أتاتورك بأنها فضلت العلاقة مع أنقرة على حساب دعم «جمهورية أرارات» الكردية. وأدى هذا إلى هجرة كبيرة للأكراد من جنوب تركيا إلى دول مجاورة، خصوصاً شمال شرقي سوريا. وغالباً ما استعملت دمشق «البعثية»، لاحقاً، موضوع الهجرة في خطابها ضد الأكراد، فقالت وتقول «ليسوا سوريين».
2– بعد عقود من الثورة والهجرة الكردية في تركيا، قامت أميركا بدعم أكراد العراق ضد نظام عبد الكريم قاسم بعد تسلمه الحكم في 1958، ثم دعمت الانقلاب الذي أطاح به في فبراير (شباط) 1963.

واتبع النظام البعثي الجديد في العراق نهجاً صارماً ضد الأكراد. وعندما جنح أكثر باتجاه الاتحاد السوفياتي، تعاونت واشنطن مع طهران المحكومة يومها من الشاه، في تسليح الأكراد ودعمهم بهدف زعزعة الأوضاع في العراق.

وتكرر الدعم في السبعينات، ليس بهدف إنشاء دولة كردية، بل لخلق قلاقل داخل العراق للتشويش على أي تقارب سوري – عراقي بعد توقيع اتفاقية كامب ديفيد وخروج مصر من المعادلة العربية. وحسب قول وزير الخارجية الأميركي الأسبق هنري كيسنجر، فإن الدعم العسكري للأكراد لم يكن أبدا هدفه انتصار الأكراد بقدر ما كان يرمي إلى إضعاف حكم بغداد.

وتضمن تقرير «لجنة بايك» إلى الكونغرس الأميركي تفاصيل ذلك والتأكيد على أن «هذه السياسة لم تُنقل إلى عملائنا (الأكراد)، الذين شجعناهم على الاستمرار في القتال».

لاحقاً، رعت أميركا اتفاقاً بين صدام حسين، ممثلاً عن الرئيس أحمد حسن البكر وشاه إيران في ديسمبر  1975، فقامت طهران بالتخلي عن دعمها لأكراد العراق، بمباركة من إدارة الرئيس الأميركي الجديد جيرالد فورد.

3– تعرض أكراد العراق لأكثر من طعنة أميركية في الثمانينات والتسعينات. فإدارة الرئيس رولاند ريغان التزمت الصمت على استعمال بغداد أسلحة كيماوية في كردستان العراق.

طعنات التسعينات

أما إدارة جورج بوش الأب، فقد شجعت العراقيين على التحرك ضد بغداد بعد حرب الخليج عام 1991، ثم تخلت عنهم. ودعا بوش نفسه «الجيش العراقي والشعب العراقي إلى تولي زمام الأمور بأنفسهم، لإجبار الديكتاتور صدام حسين على التنحي»، لكنه لم يفعل الكثير عندما هب الشيعة في جنوب العراق والأكراد قرب حدود سوريا. غير أن أميركا فرضت حظراً جوياً سمح بانتعاش الكيان الكردي في النصف الثاني من عقد التسعينات. وقوبل هذا الصعود للمولود الكردي بتنسيق سوري – تركي – إيراني لمنع تحولهم إلى «دويلة كردية» على الحدود تلهم أبناء جلدتهم في هذه الدول.

4– بعد أحداث 11 سبتمبر (أيلول) 2001، أمر الرئيس جورج بوش الابن بغزو العراق. وحصل تنسيق مع الأكراد وقياداتهم السياسية، وباتوا بين الرابحين الرئيسيين من تغيير النظام العراقي. وتعززت مكاسبهم لدى اعتماد أميركا عليهم في الحرب ضد «داعش».

وفي 2017، أراد رئيس إقليم كردستان السابق، مسعود البارزاني، الإفادة من دعم التحالف بالمضي خطوة في إقامة الكيان الكردي، فأراد تنظيم استفتاء لتقرير المصير واستقلال الإقليم. وجاءت الصدمة أو الخيانة، عندما أعلنت أميركا بوضوح تحفظها على هذه الخطوة.

5– بعد التغيير في العراق في 2003 وبروز الكيان الكردي، انتعشت طموحات أكراد سوريا وانتفضوا في مارس (آذار) 2004، لكن تحركاتهم لم تحظ بأي دعم غربي.

قبل ذلك بسنوات، عندما حشدت تركيا جيشها على حدود سوريا في 1998 وطالبت بطرد زعيم «حزب العمال الكردستاني» عبد الله أوجلان من دمشق، دعمت واشنطن وحلفاؤها موقف أنقرة، علماً بأن «العمال» مدرج على قوائم الإرهاب الغربية. أوجلان خرج من سوريا وتعرض «العمال» إلى ضربات التنسيق الأمني بين دمشق وأنقرة إلى حين ظهور الاحتجاجات في سوريا في 2011، حين قررت دمشق تسهيل بروز دور الأكراد ضد المعارضة الأخرى.

السحر والساحر

6-انقلب السحر على الساحر. قوي الأكراد وضعفت دمشق، وتحالفت أميركا مع الأكراد في قتال «داعش» المتمدد بعد 2014 ووفرت لهم دعماً عسكرياً وغطاءً جوياً، واعتمدت في شكل أساسي على «وحدات حماية الشعب» الكردية، التي تعتبرها أنقرة امتداداً لـ«العمال الكردستاني». وبعد هزيمة «داعش» جغرافياً بالتعاون بين التحالف والأكراد، تشكلت مظلة جوية سمحت بتأسيس إدارة ذاتية وقوة عسكرية وسيطرة على ربع مساحة سوريا ومعظم الثروات الاستراتيجية في شمال شرقي البلاد.

وأقلق ظهور «روج أفا» (غرب كردستان) أنقرة ودمشق وطهران، فغيرت تركيا من أولوياتها في سوريا، من «إسقاط النظام» إلى التمدد في الأراضي السورية، وعقدت تسويات مع روسيا في أعوام 2016 و2018 و2019 سمحت بـ«تقطيع أوصال» الكيان الكردي في شمال سوريا ومنع وصوله إلى مياه البحر المتوسط.

حصل هذا بدعم روسي وصمت أو عجز أميركي. لكن الخيانة الجديدة حصلت لاحقاً.

7-في نهاية 2019، قرر الرئيس الأميركي السابق دونالد ترمب فجأة سحب قواته من حدود سوريا وتركيا. واعتبر الأكراد هذا القرار خيانة أميركية بتغريدة «ترامبية». وسمح هذا بتوغل تركي سريع وهز أركان «الإدارة الذاتية» وقواتها وحربها ضد «داعش».

اتفاق 2019

بعد مفاوضات ماراثونية، عقدت اتفاقات أميركية – تركية وروسية – تركية، حصلت أنقرة بموجبها على تعهدات من القوتين الكبريين بسحب «وحدات حماية الشعب» الكردية من الحدود إلى وراء عمق 30 كلم.

الرئيس التركي رجب طيب إردوغان يقول حالياً، إن واشنطن وموسكو لم تلتزما اتفاقات العام 2019، وسبق أن صعد ضربات المسيرات (الدرون) ضد «أهداف كردية». وهو يراهن حالياً على قوة موقفه بسبب حرب أوكرانيا وحاجة واشنطن وموسكو إليه، كي يشنّ عملية جديدة ضد الأكراد السوريين.

خيانة جديدة على الأبواب

ملامح «خيانة» أميركية جديدة تلوح في الأفق. فالأميركيون لم يوقفوا الأتراك عن شن ضربات بالمسيرات، ولم يوقفوا القصف الجوي العنيف. والأكراد، يراهنون على «داعش»، أو على اهتمام الغرب بعدم انبعاث التنظيم.

ويقول الأكراد إن الحرب ضدهم ستجعلهم يتخلون عن قتال «داعش». وهناك من يلوّح بفتح مخيم «الهول»، الذي يسمى «دويلة داعش»، لدفع أميركا للتحرك لصالح الأكراد.

أما الروس، فإنهم ينقلون رسائل الإذعان من أنقرة إلى القامشلي، وهي: انسحاب «وحدات حماية الشعب» من المدن الرئيسية والمناطق الحدودية شمال سوريا، والترحيب بانتشار مؤسسات الدولة السورية وحرس حدودها.

دمشق، من جهتها، مرتاحة من الخيانات الأميركية والطعنات الروسية والضربات التركية. وهي لا تستطيع الترحيب بكل هذا، بل أغلب الظن أنها ستصدر بيان إدانة لـ«العدوان التركي». وهي مسرورة في باطنها مما يتعرض له الأكراد. وأضعف الإيمان، أن هذا «العدوان» سيجلب الأكراد ضعفاء إلى طاولة التفاوض المُرّة.
