مخاوف من الفوضى..هل سيترك أردوغان مقعد الرئاسة إذا خسر الانتخابات؟
في ظل اقتراب الانتخابات التركية المقررة في 14 مايو (أيار)، تثير التصريحات التهديدية المتزايدة والصادرة عن الجانب الحاكم عديداً من الأسئلة والتساؤلات حول ما إذا كان الرئيس التركي رجب طيب أردوغان سيتنحّى في حالة خسارته الانتخابات.
وكان الرئيس رجب طيب أردوغان قد أعلن أنه سيقبل النتيجة أياً كانت.
وقال في مقابلة تلفزيونية مساء أمس الجمعة إن الحزب الحاكم وحلفاءه “سيعتبرون أي نتيجة في صناديق الاقتراع شرعية”، وسيفعلون “كل ما تتطلبه الديمقراطية”، وفق “بلومبيرغ”.
ورغم تصريحات أردوغان ألا إن معسكر المعارضة تتخوف من تصريحات سابقة للرئيس ومعاونيه تظهر نواياهم حال خسارة الانتخابات.
وفي مقال له، حذر المعارض التركي تورغوت أوغلو من نوايا الرئيس أردوغان، الذي يشغل أيضاً منصب رئيس حزب العدالة والتنمية، خاصة مع وجود تصريحات تحمل في طياتها تهديداً.
رسائل أردوغان
وأشار أوغلو بحسب جريدة اندبندنت عربية إلي أن أردوغان لاستكمال تهديداته الكلامية أخذ يلتقط صوراً بزي عسكري يشبه زي الطيارين، ووضع صورته كمقاتل طيار في ملفه الشخصي على وسائل التواصل الاجتماعي.
وأشار الكاتب إلي أن الرئيس التركي اتهم المرشح عن الائتلاف الجمهوري منافسه كمال كليتشدار أوغلو، بدعم حزب العمال الكردستاني، وهي تهمة لا أساس لها.
تهديدات خلوصي وصويلو
وفي السياق نفسه، أكد وزير الدفاع خلوصي أكار أمام جمهوره عندما هتفوا له: “إن قلت لنا اضربوا فسنضرب، وإن قلت لنا موتوا فسنموت”، فأجاب “سيأتي الوقت الذي يأتي فيه دورهم”. كما وصف وزير الداخلية، سليمان صويْلو، أيّ تغيير محتمل في السلطة عقب انتخابات 14 مايو بأنه “انقلاب”.
وتابع : بالنظر إلى هذه التطورات، يتساءل كثيرون عما إذا كان الرئيس أردوغان سيتخلّى عن السلطة إذا فشل في الانتخابات؟ والجواب، أنني لست قلقاً من ذلك، ففي نهاية المطاف، إذا خسر في الانتخابات، فمن المرجح أنه سيغادر الحكم.
الخروج من السلطة
لكن، هذا لا يعني أن ذلك سيكون سهلاً سلساً، بل لا تزال هناك بعض المخاوف قائمة بسبب وجود مجموعات مسلحة قريبة من حزب العدالة والتنمية وكذلك حليفه الجديد حزب “هُدا بار” (حزب الله). وبالتالي فإن خسارة أردوغان الانتخابات قد تؤدي، بحسب بعض المحللين، إلى حدوث اضطرابات وصراعات داخلية في الحكومة.
ومع ذلك، لا أتوقع أن تنضم الغالبية العظمى من مؤسسات الدولة إلى هذا السلوك الأحمق، بل ستلتزم غالبية المؤسسات القانون، وتؤدي مهامها بشكل سلمي. لكن إذا تورّطت في الفوضى والعنف، فإن الوضع سيتطور إلى مستوى أخطر وأكثر تعقيداً.
وبحسب أوغلو فإنه “في حالة وقوع هذا السيناريو، من المحتمل أن تتعرض تركيا لأزمة كبيرة تبلغ مستوى الفوضى والانهيار الاجتماعي.
مضيفا ” لا أتوقع أن تعرّض الجماهير من الشعب نفسها للخطر بسهولة من أجل حكومة خاسرة في الانتخابات. وبالأخص بعد سنوات من الاستياء وفرصة الحصول على تغيير في السلطة، سيكون رد فعل المعارضة الشعبية قاسياً، وستتعقد الأوضاع في تركيا، بالتالي لن نتوقع من المعارضة رد فعل هادئاً إذا لم يتم احترام نتيجة الانتخابات”.
وأضاف المعارض التركي فى مقاله ” بالنسبة إلى التهديدات التي تأتي من جانب حزب العدالة والتنمية والرئيس أردوغان أرجح تفسيرها على أنها حالة من الذعر والقلق بدلاً من التهديد. ولذلك أعتقد أن رجب طيب أردوغان من خلال ارتداء الزي العسكري يرغب في إيصال رسالة ترمز إلى سياسة أمنية وانضباطية، حيث يرى نفسه يمثل هذه السياسة، ويتحكّم في الجانب العسكري بوصفه القائد الأعلى. والملاحظ أنه في هذه الانتخابات، لا يقدم أردوغان أي وعود تتعلق بمستقبل البلاد، بل يظهر في موقف الدفاع أكثر منه في الهجوم.
من ناحية أخرى،بحسب أوغلو يُعد هتاف “إن قلت لنا اضربوا فسنضرب، وإن قلت لنا موتوا فسنموت” شعاراً معروفاً في بلدنا، ويعود إلى الجماعات اليمينية والقومية والفاشية. وعلى رغم أنه قد يُفترض أن إطلاق مثل هذا الشعار يشكل تحدياً سياسياً، فإن القيادة العليا في سلك الدولة عادةً لا تعطي أهمية كبيرة لمثل هذه الهتافات الحماسية. على الأقل، هذا هو الاعتقاد الراسخ عندي. لذلك، أنا واثق بأن التهديدات التي تصدرها الحكومة ليست بسبب قوتها، إنما منبعها قلقها.
وأضاف: أصبحنا بين الفينة والأخرى نسمع عبارات مثل “إذا تغيرت الحكومة في 14 مايو…”، و”إذا خسرنا في 14 مايو…” من قبل أنصار الحزب الحاكم، وتعكس هذه العبارات حالة قلق وخوف متزايد، وحتى اعتقاد، ينمو بداخلهم تجاه الخسارة المحتومة. عند قراءتنا لهذه العبارات، يبدو أن هناك في المجتمع اتجاهاً واضحاً نحو التغيير. وتوجد أيضاً محاولات لمنع هذا التغيير. يقولون “هذه الحكومة قوية جداً وصحيحة، وهي تقود تركيا نحو الاستقلال والمستقبل بقوة، وإذا رحلت أو خسرت الانتخابات، فسيكون ذلك ضربة دستورية ضد تركيا”. يعكس هذا القول من جانب رؤية داخلية بدأت في التوجس من مجرى الأحداث، لكن تحمل هذه التصريحات في جانبها الآخر طابعاً تهديدياً يهدف إلى تقويض معنوية المعارضة الشعبية. إضافة إلى ذلك، يكشف تصريح وزير الداخلية سليمان صويلو عن وجهة نظره التي تفتقر إلى فهم الديمقراطية. يعتبر صويلو التقارب بين الأطياف السياسية المختلفة ومساعي تركيا لتحقيق تطور نحو أن تصبح دولة أكثر ديمقراطية، وتجميع القوى وتوحيدها لتحقيق تغيير في السلطة عبر الانتخابات، على أنه “انقلاب على الديمقراطية”.
سيناريو اسطنبول
وقال : عندما نأخذ في الاعتبار انتخابات إسطنبول في عام 2019، فإن الحكومة ألغت الانتخابات التي خسرتها، لكنها خسرت في المرة الثانية بفارق أكبر. بالطبع، ستطعن الحكومة هذه المرة أيضاً في نتائج الانتخابات، وتضغط لإعادة إجراء الانتخابات.
ويعتقد أوغلو : إنهم سيحاولون التلاعب في الانتخابات أو التدخل في نتائج الانتخابات التي سيكون الفارق بين المرشحين قريباً جداً، وذلك باستخدام القوة القانونية وقوة السلطة والسيطرة على المؤسسات، وسيقومون بالاعتراض والمحاولة في ذلك.
ومع ذلك، يري أوغلو أنه يجب أن لا ننسى أيضاً أن تركيا مرّت بفترة طويلة من الاعتراض السياسي، وصناديق الاقتراع هي الوسيلة الوحيدة التي يستخدمها الناخبون للتعبير عن آرائهم. آمل في أن يكون الفارق بين المرشح الفائز ومنافسه كبيراً بحيث يُحسم الموضوع، ولا يترك مجالاً للجدالات الفارغة. فإذا تجلت الاعتراضات بقوة وفازت المعارضة بفارق ملحوظ ستتلاشى تلك المناقشات.
وختم أوغلو مقاله بقوله ” أخيراً، أود التذكير بأننا كنا نقول “لن يشارك أردوغان في انتخابات غير محسومة النتائج”. وها هو يشارك. فماذا سيفعل إذا لم يشارك؟ هل سيُلغي الانتخابات؟ وكنا نقول أيضاً: “مهما كان الأمر فإنه سيفوز”. لكنه خسر في إسطنبول وأنقرة، ولم يستطع تغيير النتائج. الآن نقول: “إذا خسر الانتخابات، لن يغادر”. لا، إن قوته نابعة من كونه آخذاً بزمام السلطة، وإذا خسر، فلن يقف بجانبه أحد، وإذا نشبت الفوضى فسيغادر”.
